SUMMARY OF MEETING: The Commission welcomed new member Terence Hoaglund.
The Commission recommended approving the request for Fort Collins Landmark Designation
of St. Joseph Catholic Church and Church Parish Center.
CALL TO ORDER AND ROLL CALL: Commission called to order by Chairperson
Alyson McGee with a quorum present at 5:40 p.m. at 281 N. College Ave., Fort Collins,
Colorado. Alan Ballou, Earen Russell, John Albright, Ian Shuff, and Bud Frick were present.
The Commission welcomed new commission member Terence Hoaglund. Karen McWilliams,
Preservation Planner, and John Ferguson, Preservation Intern, represented City Staff.
GUESTS: There were no guests present at this meeting.
AGENDA REVIEW: The only item on the agenda was the landmark designation of St.
Josephs Church and the Church Parish Center
STAFF REPORTS: Ms. McWilliams encouraged Commission members to attend the
upcoming Saving Places Conference. There were 2 handouts on energy efficiency and historic
preservation.
COMMISSION MEMBER’S REPORTS: Ms. Russell attended the December DDA
Meeting. Beet Street is up and running, and they have a great website. The main topic was the
news rack consolidation in downtown. The City has begun working on the new amphitheater
with HOK Venue out of Kansas City. The location is by the courthouse and city buildings on
Laporte. The City has also expressed an interest in building a new performing arts center in
conjunction with this. OZ Architects have been selected for the downtown hotel and
conference center. The DDA is working with the City on a cultural zone overlay for noise
ordinances. The DDA is going to annex Avogadros into the downtown boundaries, so they can
use it for Beet Street events.
Ms. McGee stated that the Legislative Session began today. There are 2 issues that affect
Historic Preservation. One is House Bill 1033: Extending the state preservation tax credit. It
is supposed to sunset in 2010 and they want to extend it until 2020. CLGs would also be able
to more easily opt in and out of the review process. The second is a constitutional amendment
to change limited stakes gaming. It would increase limits and also allow gambling 24 hours a
day in the gaming towns, and possibly add games such as craps and roulette. There would be a
cap put on the amount dedicated to historic preservation. The Colorado Historical Society is
proposing to not have the increase based on CPI Consumer price index, but rather, have it
based on construction cost indexes. Legislators who are sponsoring this bill are amenable to
working with the Society to make this happen.

PUBLIC INPUT: No public present at the meeting.
LANDMARK DESIGNATION:
St. Joseph Church and Church Parish Center, 300 West Mountain Avenue
Mr. Ferguson presented the staff report and photographs on the St. Josephs Church
property. Staff recommends approving this request for Fort Collins Landmark Designation
of St. Josephs Catholic Church and Parish Center under Standards 1, 2, and 3. The church
and related property are clearly associated with events that contributed to the broad patterns
of Colorado, and more specifically, Fort Collins history; the church and related property
serve as a monument to the development of the Catholic demographic in the northern Front
Range; and the church and related property are associated with the lives of several
prominent individuals who’s significance to the history of Fort Collins and the State of
Colorado cannot be denied.
There was discussion regarding what exactly is being designated. Ms. McGee stated that it
is important because, for funding, the area designated needs be accurately specified. The
legal description on the Landmark application is accurate. The St. Joseph School property
and related buildings are already designated; with this designation, all of the property and
buildings associated with the church in this block will be landmarked.
Mr. Shuff moved that the Commission recommend approving this request for Fort
Collins Landmark Designation of St. Joseph Catholic Church and Parish Center under
Standards for Designation 1, 2, and 3. Mr. Frick seconded. The motion passed (7-0).
