HomeMy WebLinkAbout2015 - Transportation Board - Annual ReportOlga Duvall, Chair Eric Shenk, Vice Chair Transportation Board Transportation Board 2015 Annual Report Mission Statement: The goal of the Transportation Board is to promote the implementation of a balanced transportation system that is consistent with the City sustainability goals and provides choice, mobility, access, congestion mitigation and safety for all people while achieving: 1) Efficient and Effective movement of people and goods throughout the community; 2) A reduction in Vehicle Miles Traveled; 3) Enhanced mobility through emphasis of modal shifts. Activity Summary: The Transportation Board met for 11 of 12 scheduled monthly meetings during 2015. The October meeting was not held due to lack of items for consideration. Highlights: The Transportation Board would like to highlight the following key areas where it had the greatest impact in 2015: Transportation and Climate Action The Transportation Board was involved in the completion of the Climate Action Plan Framework, and revisited its mission statement and work plan to ensure alignment with the City’s climate action goals. The Board supports linking transportation policy with climate action and works to ensure consistency and progress towards 2020, 2030, and 2050 targets. Action items included: • Climate Action Plan Framework (Board support) Discussion items included: • Mobility Solutions for Climate Action • Regional Air Quality Council Special Presentation Transportation Policy During 2015, the Transportation Board was involved in a number of key policy discussions, providing valuable feedback to staff and City Council. These interactions ranged from a dialogue with members of the Energy Board, to discussing the pros and cons of train horn quiet zones, and a technical update to the Larimer County Urban Area Street Standards (LCUASS). Action items included: • Energy Policy (Board support) • Harmony Transfer Center Parking (Recommended process compliance) • Train Horn Quiet Zone Waiver (No position taken) • Larimer County Urban Area Street Standards Update (Board support) Discussion items included: • 2040 Regional Transportation Plan Land Use and Transportation Plans One of the Board’s core duties is to review and provide feedback on land use and transportation plans. 2015 was a year full of planning efforts, and the Board remained engaged in a number of projects from initial visioning through development of a preferred alternative and recommendation for City Council. Action Items included: • West Central Area Plan and Prospect Design (Board support) Discussion Items included: • West Elizabeth Enhanced Travel Corridor Plan • Old Town Neighborhoods Plan • Downtown Plan Acknowledgement: The Transportation Board acknowledges and commends the excellent presentations by Planning, Development, and Transportation departments including Engineering, FC Moves, Community Development and Neighborhood Services, Traffic Operations, Streets, and Transfort. Other presenters included Fort Collins Utilities, Sustainability Services, the Regional Air Quality Council, and the North Front Range Metropolitan Planning Organization.
