The Land Conservation and Stewardship Board (LCSB) are pleased to present its 2014 Annual Report to
the Mayor and City Council. During 2014, the LCSB worked diligently to fulfill its responsibilities as
advisors to City Council on issues related to the Natural Areas Department (NAD).
The LCSB recommended that Council/City Manager approve the following items: Soapstone – State
Land Board Mineral Leases, Woodward Site Name, Appropriation of Prior Year Reserves, Soapstone
Safe Harbor Agreement, Drainage Alignment (Easement) on Woodward site, Ballot Language for Help
Preserve Open Space Tax, Poudre River Downtown Master Plan, Underground Power line Alignment
(easement) at Fossil Creek Reservoir, Smoking Ordinance Expansion, Access Easement on McMurry,
Building on Basics ¼ Cent Sales Tax, ELCO Easement at North Shields Ponds, and LCSB 2015 Work
Plan.
The LCSB elected officers in February.
Staff provided regular updates on land conservation projects and requested input on numerous potential
land conservation projects. LCSB spent several meetings discussing the Natural Areas Master Plan and
provided input on land conservation priorities and long range strategies as a part of the development of
the Master Plan.
The LCSB received presentations, discussed the issues, and provided staff input on the following
subjects: Board Member Responsibilities and Expectations, Natural Areas Master Plan, Natural Areas
Long Range Budget, NA’s Allocation of Resources – Level of Services, Poudre River – Audubon’s
nomination as an Important Board Area, 2015-16 BFO Budgets, Downtown Poudre River Master Plan,
Prairie Restoration, Prairie Dog Management and Bird Surveys, Help Preserve Open Space Sales Tax
Extension, River Restoration-Post Flood Update, Building on Basics ¼ Cent Sales Tax, Reciprocal, North
Shields Street Trail Head Parking Lot, Encroachments Update,
Kathryn Grimes served as our Bicycle Advisory Committee Representative; she provided periodic
reports.
In November the LCSB took part in a joint Open Space Meeting with the Larimer County Open Lands
Board, the City of Loveland Natural Areas Board, and representatives from several other cities in Larimer
County. The primary purposes of the meeting was to celebrate the Future of Open Space and the passage
of the HPOS Sales Tax and to allow the board members in attendance a chance to network, collaborate,
and share information in breakout sessions. .
As in the past, the LCSB looks forward to serving the citizens and City Council in the year 2015. Thank
