HomeMy WebLinkAbout2014 - Energy Board - Work Plan2014 Energy Board Work Plan The Energy Board Bylaws state, “The board shall adopt an annual statement of goals and objectives in a work plan…” The work plan’s purpose is to provide broad guidance to the Board as it advises City Council in the management of the City’s energy policies that support Plan Fort Collins, Climate Action Plan, Energy Policy, and Green Building Code for charting the City’s energy future. The Energy Board will take a systems approach to the City’s energy future, looking out 10 years and beyond, and advise Council on such matters in order to meet the Energy Policy 2050 Vision “To ensure for the Fort Collins community highly reliable, competitive, carbon neutral electricity supplies, managed in a sustainable, innovative, responsible and efficient manner.” Energy Policy Goals: 1) Provide highly reliable electric service. 2) Support the community’s carbon emissions goal of reducing the City’s carbon footprint 20% below 2005 levels by 2020 and 80% by 2050. 3) Enhance local economic health. 4) Work closely with Platte River Power Authority members and Platte River staff to further City of Fort Collins Energy Policy goals. Work Plan Objectives: 1) Review the Energy Policy and propose revisions. 2) Review the Greenhouse Gas Reduction goals and Climate Action Plan and propose revisions. 3) Review the Fort Collins Utilities Strategic Plan, providing feedback. 4) Review electric utility rate proposals and energy efficiency programs or projects and provide recommendations to City Council. 5) Review and provide advice to City Council and staff on the City’s Legislative Policy Agenda regarding energy and energy‐related issues. 6) Receive presentations from Platte River Power Authority on their Strategic Plan and Electric Integrated Resource Plan; provide feedback to ensure alignment with the Energy Policy goals and the Fort Collins Utilities Strategic Plan. 7) Collaborate with Fort Collins Utilities staff to manage strategies in order to build broader community support for sustainable energy. 8) Advise City Council and staff on a prioritized set of issues regarding implementation of the Energy Policy and other related policies and programs within the Board’s purview. This prioritized set of actions may be determined by the Board, its leadership, or by staff. 9) Collaborate with internal and external advisors to incorporate subject matter expertise on energy related topics. Ordinance No. 098, 2011 Creation of the Energy Board. The city ordinance creating the Energy Board gave us these duties and functions (Sec. 2‐233 of City Code): 1) To advise the City Council and staff regarding the development and implementation of the City’s energy policy; 2) To advise the City Council and staff in developing City policies that encourage the incorporation of energy conservation and efficiency, carbon emissions reduction, and renewable energy into the development and provision of City utility services, the design and construction of City transportation projects, and the way in which the City impacts the overall built environment within the City; 3) To advise the City Council and staff regarding the alignment of energy programs and policies with City, ratepayer and community values and service delivery expectations. 4) To advise the City Council and staff regarding the recommendations for improvements to City energy systems; 5) To coordinate with other City boards and commissions regarding energy issues; 6) To advise the City Council and staff regarding budgetary, rate‐making and operational matters related to the electric utility; 7) To annually review and provide advice to City Council and staff on the City’s Legislative Policy Agenda regarding energy and energy‐related carbon issues; and 8) To perform such other duties and functions and have such other powers as may be provided by ordinance of the City Council.
