A regular meeting of the Liquor Licensing Authority was held February 5, 2015 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from January 21, 2015.
Registration of Schuyler Gantert as
Manager of Road 34 Bike Bar,
1213 West Elizabeth Street, AMroved
Schuyler Gantert, manager applicant, stated he has been working the front of the house for three years .
and that on a busy weekend evening there are approximately 5 employees on premise. He stated any
employee found in violation of the liquor code would be immediately terminated. Mr. Gantert stated he
will update his TIP's training within 60 days.
Judge Lane approved the registration of Schuyler Gantert as manager of Road 34 Bike Bar, 1213 West
Elizabeth Street.
Transfer of Ownership of Motherlode Saloon,
6013 South College Avenue, from Home Run, LLC, to
Robbins, LLC and Trade Name Change to Matt's Place, Approved
Matt Robbins, representative for Home Run, LLC, stated he has been in the liquor industry for several
years. He stated he is only making cosmetic changes to the existing premises. Mr. Robbins stated any
patron ordering an alcoholic beverage will be required to present a valid identification. He stated any
employee found in violation of the liquor code will be immediately terminated. Mr. Robbins stated he
has a current copy of the liquor code on premise. He stated he will be on premise primarily for awhile.
Judge Lane approved the transfer of ownership of Motherlode Saloon, 6013 South College Avenue, from
Home Run, LLC, to Robbins, LLC and trade name change to Matt's Place.

Transfer of Ownership of Diamond Shamrock Corner Store #1719,
1660 North College Avenue, from CST Metro, LLC, to
Quik-Way Retail Associates II, Ltd., and
Trade Name Change to Empire Fast Fuels, Approved

Transfer of Ownership of Diamond Shamrock Corner Store #4103,
803 Riverside, from Valero Diamond Metro, Inc., to
Quik-Way Retail Assocaites II, Ltd., and
Trade Name Change to Empire Fast Fuels, Approved
Kelly Elefant, attorney representing Quik-Way Associates II, Ltd., stated there have not been any
changes to the premises. She stated they have retained most of the employees from the previous owners.
Ms. Elefant stated they have also retained the current security systems and that 3.2% beer sales is less
than 1 % of their total sales. She stated any patron purchasing 3.2% beer will be required to provide valid
identification. Ms. Elefant stated these two stores are part of a 13 store transaction and that they have
a Master File Letter with the State. She stated she will make sure each store has a current copy of the
liquor code on premise. Ms. Elefant stated she will notify Deputy City Clerk Jensen if there are changes
to their security systems.
Judge Lane approved the transfers of ownership of Valero Comer Store #1719, 1660 North College
Avenue, CST Metro, LLC to Quik-Way Retail Associates II, Ltd., and trade name change to Empire Fast
Fuels and Diamond Shamrock Corner Store #4103, 803 Riverside, from Valero Diamond Metro, Inc.,
to Quik-Way Retail Associates II, Ltd., and trade name change to Empire Fast Fuels.
Hearing on a New Application from Mulberry Wine & Spirits, Inc.,
for a retail liquor store license with a tastings permit at
460 South College Avenue, Suite G. Approved
Zach Wilson, attorney representing Mulberry Wine & Spirits, Inc., sated his client is ready to proceed.
Charles Carlson, Mulberry Wine & Spirits, Inc., was sworn. Mr. Carlson briefly described his background.
In response to a question from the Authority, he stated the entrance is on the south side of the premise,
facing the parking lot. Mr. Carlson stated he will require all his employees to complete training. He stated
every patron purchasing alcohol will be required to provide valid identification. Mr. Carlson stated any
employee found in violation of the liquor code will be immediately terminated. He described how
tastings will be conducted. Mr. Carlson stated there is little demand for tastings in this area of Fort
Collins.
Kelly Pietrs, representing Esquire Petitioning, LLC, was sworn. She detailed the petitioning process. Ms.
Pietrs stated this is a strong evidence for an additional license in this neighborhood.
Judge Lane adopted Resolution 2015 - 001 approving a retail liquor store license application with a
tastings permit from Mulberry Wine & Spirits, Inc., dba Mulberry Max Wine & Spirits, at 460 South
College Avenue, Suite G.

1027 West Horsetooth Road, Suite 111, from
Double Play, LLC, to 2Watches, LLC, Approved
Jeff Miller, representative for 2Watches, LLC, stated he has been involved in the restaurant business since
1978. He stated he does not have current TIP's training certification. Mr. Miller stated his staff are all
TIP's trained. He stated he is not making any significant changes at first and that customers will not
notice any difference from the previous owner. Mr. Miller stated he has 31 employees and that on a busy
evening he has 5 wait staff on premise. He stated any patron ordering an alcoholic beverage will be
required to provide valid identification and that he has a current copy of the liquor code on premise. Mr.
Miller stated any employee found in violation of the Liquor code will be immediately terminated. He
stated he will register Len Espinoza as the manager.
Judge Lane approved the transfer of ownership of Pappy's Corner Pub, 1027 West Horsetooth Road,
Suite 111, from Double Play, LLC to 2 Watches, LLC.
Transfer of Ownership of The Astoria,
146 North College Avenue, from
The Astoria, Inc., to Cache Bar, Inc., and
Trade Name Change to Cache Old Town Bar and Grill. Approved
Brian Smith, Mandi Clawson, Charles and Shanda Meserlian, representatives for Cache Bar, Inc., were
all swom. Mr. Smith Stated he is currently TIP's certified and intends to keep it current. Ms. Clawson
stated she has been employed as a bartender for several years and that she will also renew her TIP's
training within the next few months. She stated they have made only cosmetic changes and that they
intend to return the premises to more a bank theme. Ms. Clawson stated they will have security at the
door Friday and Saturdays. Mr. Smith stated any patron ordering an alcoholic beverage will be required
to provide valid identification.
Judge Lane approved the transfer of ownership of The Astoria, 146 North College Avenue, from The
Astoria, Inc., to Cache Bar, Inc., and trade name change to Cache Old Town Bar and Grill.
