HomeMy WebLinkAboutHuman Relations Commission - Minutes - 02/11/20161 City of Fort Collins Human Relations Commission (HRC) February 11, 2016, 5:30 pm Meeting Minutes Location: Conference Room, Traffic Operations Center, 626 Linden Street, Fort Collins, Colorado 80524 Council Liaison: Council Member Bob Overbeck Staff Liaison: Beth Sowder Recorder: Michele Scalva Present: Colleen Conway, Myles Crane, Johanna Ulloa Girón, Joseph D. Leske, Jimena Sagas, Preety Sathe, Victor Smith, Nancy Tellez, and Mary Vivo. Absent: Beth Sowder Guest Presenters and Community Input: Presenters: Martina Wilkinson, Assistant City Traffic Engineer. Community members: Namrata Verma, World Culture Festival; Dale Adamy; Steve Goering. CALL TO ORDER The meeting commenced at 5:30 pm. PUBLIC INPUT Namrata Verma presented on the World Culture Festival, March 11-13th in New Delhi, India, hosted by the Art of Living. Details at: www.artofliving.org. Dale Adamy spoke about public participation, inclusivity and including public comment in annual reports of boards and commissions. Dale thanked the HRC for the Mental Health Forums that were previously held and suggested next steps to build on that work. Dale provided his comments and suggestions in a handout. AGENDA REVIEW The meeting agenda was reviewed and unanimously approved. APPROVAL OF MINUTES The January meeting minutes were unanimously approved. BUDGET REPORT The final 2015 and current 2016 Budget Reports were reviewed and unanimously approved. Meeting Highlights Summary 1. Plans were finalized for the first HRC Forum of 2016 – Ethnicity in the Media – at the Harmony/Shields Library at 7:00 PM on March 9th, 2016. 2. HRC discussed Council’s consideration to update the Camping Ordinance. HRC will consider drafting an advisory memo to Council re: that decision. 3. Plans were discussed for community outreach and conversations re: the topic Equity and Inclusion. 4. Martina Wilkinson gave HRC a tour of the Traffic Control Room in the Fort Collins Traffic Operations Center. 2 MEETING BUSINESS Proposed Guest Sign-in / Follow-up: A guest sign-in and follow-up process was unanimously approved. Website Updates: The HRC website was discussed. Commissioner Sathe will review the website content and send suggestions for improvement in an email. Forum Plans Update: Learning activities for the upcoming forums will be designed by youth involved with library programs. The first event Ethnicity in the Media is March 9th at 7 pm, Harmony Library. Event publicity was discussed. EOC Chair Sagas will schedule a meeting to finalize the forum details. 2016 Senior Award Selection: After conferring with the Senior Advisory Board, it was decided that commissioners will select the senior category awardees for the annual HRC awards events. Camping Ordinance: The 2015 Fort Collins Point-in-Time Count Report conducted by Homeward 2020 was provided. Commissioners also reviewed the Homeless Coalition’s proposal for changes to the camping ban. Commissioners will email ideas for addressing the service gaps in supporting homeless community members to Vice Chair Conway. A meeting will be scheduled to discuss the ideas and possibly draft a memo to Council. Short Term Rentals: Topic tabled to the March meeting. Equity/Inclusion Plans Update: Chair Smith highlighted plans for community conversations and organizations collaborating in the effort. ColoradoCares Health Care Speaker: Commissioner Vivo has coordinated a ColoradoCares speaker for the May 12th HRC meeting. Other per commissioners: Commissioner Vivo participated in the Volunteers of America Panel and provided a summary. Commissioners clarified scheduling of guest presentations at HRC meetings. Suggestions and scheduling will be routed through Chair Smith. Commissioner Crane circulated the brochure Partnership for Age-Friendly Communities in Larimer County Report. STANDING COMMITTEE AND LIAISON REPORTS Executive Committee (EC): Updates are emailed. Government Relations Committee (GR): Updates are emailed. Educational Outreach Committee (EOC): See “Forum Plans Update” above. EOC Chair Sagas will oversee ongoing development of the education programming. Media & Community Recognition Committee (M&CR): Commissioner Crane emailed a liaison report. UPCOMING Events/Announcements 3 State of City Address, February 29th at 6 pm, CSU Lory Student Center Theatre. Boards and Commissions Super Meeting, February 18th. Vice Chair Conway and Commissioners Giron and Leske plan to attend. GUEST SPEAKER PRESENTATION Commissioners toured the City Traffic Operations Control Room with Martina Wilkinson, Assistant Traffic Engineer. CLOSING/Call for Adjournment Commissioners unanimously approved to adjourn at 8:10 pm Next HRC meeting is Thursday, March 10th at 5:30 pm in the City Clerk’s Office Conference Room, garden level of City Hall.
