Agenda Review & Items of Note: None Citizen Participation: None Approval of Minutes: Discussion: None Scott Sinn made the motion to approve the Parks & Recreation Board minutes of August 26, 2015, seconded by Kenneth Layton – Minutes approved 6:0. Meeting Summary • The Parks & Recreation Board approved updated Bylaws with regards to Article IX – Rules of Order to bring this section of the P&R Board Bylaws in line with City Council process. • The Parks & Recreation Board heard about the Cemetery Stroll celebrating its 20th anniversary and final stroll with over 300 visitors. This event was started 20 years ago as a fund raising effort for the Senior Center that was hosted by the Cemetery and organized by volunteers and Senior Center employees. Many thanks go to the numerous volunteers that made this event such a success each year. • The Parks &Recreation Board learned of the three names being considered for the Southeast Community Park: Silo Park, Twin Silo Park or Orchard View Park. The community will have an opportunity to weigh-in on these options through an on-line voting process at: http://www.fcgov.com/parkplanning/southeast.php “Help Us Name the Park”. Ragan Adams made a motion to approve the updated Article IX – Rules of Order section of the P&R Board Bylaws. Seconded by Bruce Henderson VOTE: 7:0 to approve the update No discussion STAFF UPDATES Parks Updates • The Cemetery Stroll celebrated its 20th anniversary and final stroll with over 300 visitors. This event was started 20 years ago as a fund raising effort for the Senior Center that was hosted by the Cemetery and organized by volunteers and Senior Center employees. Through the years, this event recognized much of the history of Fort Collins highlighting historical namesakes, military, nurses, pioneers, etc. Many thanks go to the numerous volunteers that made this event such a success each year. • The new columbarium at Grandview Cemetery is almost completed. • Visitors from Grand Forks, ND came to Fort Collins to learn about Fort Collins’ Old Town. They recently had a significant flood and are in the process of rebuilding their old town. During the presentation, Mike Calhoon, talked about how Parks handles the maintenance in this area similar to Disney. The work is done early in the morning and in such a way that visitors only see a clean, vibrant downtown. • Tim Buchanan, City Forester, is in Keystone, CO, at a Forestry Conference where he is teaching a class. • Parks has had some recent personnel changes. Steve Lukowski, who was a Parks Supervisor, is now the Interim Manager of Parks to help at this level while Bill Whirty is out on medical leave. Kevin Williams, who as a Crew Chief at the Cemetery Office was hired to take Mike Calhoon’s vacated Supervisor position and will now oversee Cemetery, City Park/Sports Turf and Southwest Parks as well as City Park Nine Golf Course. Mike Brunkhardt, who is the Crew Chief for the Downtown & Horticulture will now be the interim Supervisor filling in for Steve Lukowski. Mike will oversee the Downtown & Horticulture, Facilities & Trails and North parks. Alyce Nierman, the Administrative Aide for the Cemetery Office recently retired, and Karen Richwine has been hired and this position will now report to Carol Rankin and the Cemetery Office is moving location to 413 S. Bryan Ave. • Bill Whirty will be coming home on October 2. Recreation Updates • We are still looking at mid-November for a soft opening of the Foothills Activity Center to be in full swing by January. • The paperwork will be sent in November 1 for the reaccreditation and in about six months there should be a site visit. I’m confident that the Senior Center will be re-accredited. • Pooch Plunge took place with over 700 participants • October 20th will be a ribbon cutting ceremony for the quick start tennis at Rolland Moore. • With the colder water temperature at our pools where swim meets take place, we are piloting a program at the Senior Center for parents and/or grand-parents to bring toddlers in for swimming classes on Saturday afternoon only so they can be in the warmer pool at the Senior Center. The first week there were 78 participants. • Recreation received the Innovation Award from Colorado Parks & Recreation for the marketing campaign done for the Senior Center Expansion. Parks & Recreation Board Meeting – September 23, 2015 Page 3 of 3 Park Planning Updates • One of the sessions during the South Dakota visit was “The Secret Sauce – What Makes Fort Collins Special”. One item they brought to my attention was the amazing recreational trail system we have; which is the benefit of not only forward thinking in planning but implementation. • City staff held a predesign coordination meeting with the US Corps of Engineers, Colorado Parks and Wildlife, and our consulting team. The project is currently moving from master plan concept to a phase I design and construction project. • A playground concept has been developed that will incorporate two silos and a covered play barn at the Southeast Community Park. • Three names are being considered for the park: Orchard View, Silo or Twin Silo and the community has an opportunity to go on-line and weigh-in on these options. • The section of Poudre Trail at Arapaho Bend is complete and will open Saturday. Board Work Plan Items No Updates. Bicycle Advisory Board Liaison Update The BAC meeting was postponed, no report.
