Magnolia St Fort Collins, CO 80521 970.221-6735 970.221-6373 – fax CULTURAL RESOURCES BOARD ANNUAL REPORT - 2014 BACKGROUND The Cultural Resources Board (CRB) consists of seven members. Regular meetings were held on the last Thursday of February, March, May, July, August, September, October, November and December from 12:00 p.m., to 1:30 p.m. The Board held three Fort Fund funding sessions on the fourth Wednesday of January, April, and June, and a special meeting on May 12, 2014. The Board receives monthly updates from Cultural Services staff and acts in an advisory capacity to City Council for the Cultural Services Department that includes the Lincoln Center, the Fort Collins Museum of Discovery, and the Community Creative Center. The Board reviews and advises staff on the following: the Cultural Services and City biannual Budgeting for Outcomes process, Cultural Services facilities improvements, arts and cultural projects and other issues as they arise. The Board continues to interact with the community to better understand cultural issues. Members who served in 2014 were Mr. Chris Clemmer, Ms. Tedi Cox, Ms. Maggie Dennis, Ms. Janet Gilligan, Mr. Paco Gutierrez, Mr. John Hayes, and Mr. Jesse Solomon. Ms. Dennis served as Chairperson. Mr. Clemmer served as Vice- Chairperson. Council liaison: Wade Troxell Staff Liaisons in 2014 were Marty Heffernan, Director of Community Services; Jill Stilwell, Director of Cultural Services; Cheryl Donaldson, Director of Fort Collins Museum of Discovery; and Gail Budner, Administrative Clerk II. The liaison from Visit Fort Collins was Katy Schneider. YEARLY HIGHLIGHTS - 2014 The Cultural Resources Board’s (CRB) overarching goal is “To serve as a catalyst in making Fort Collins a cultural center and destination.” To achieve this goal the CRB worked in four major areas: 1. Serve as a catalyst for the development of Fort Collins as a cultural center and destination by working with City Council, staff and cultural groups • CRB reviewed Cultural Services capital projects for possible inclusion in the Building on Basics II process. Several Board members attended the super meeting of boards and commissions in August. The Board forwarded their recommendations to City Council. • The Board provided a letter of support for a State Historic Fund grant for the renovation of the Carnegie building. • CRB members served as liaisons to several groups to gain a broader understanding of the cultural activities in Fort Collins. The CRB was represented with the following groups: - Convention/Visitors Bureau – John Hayes and Katy Schneider - Art in Public Places – Tedi Cox - Downtown Business Association – Chris Clemmer - Downtown Fort Collins Creative District Steering Committee – Maggie Dennis • Board members also attended and contributed to the dialogue of the February 24 Boards and Commissions Function and Structure Review meeting. • Board Chair, Maggie Dennis, also attended the March 10th Recreation Department strategic planning meeting. 2. Enhance regional awareness of Fort Collins’ arts and cultural events and activities • The CRB provided a letter of support for the Downtown Fort Collins Creative District in its application to become a candidate in the state’s Creative District Program. The Board also recommended City Council pass a Resolution in support of the endeavor. • CRB continued to support the Visit Fort Collin’s on-line events calendar and continued to required Fort Fund grantees to list their events on the calendar. The website calendar is located at www.visitftcollins.com/events . • CRB encouraged Fort Fund applicants to broaden their promotional reach, specifically by adding questions to the application process that inquire about marketing plans. • CRB members served as liaisons to events funded by Fort Fund, attending approximately 40 different cultural events in the community, lending support and assuring that the Fort Fund monies were being well spent. 3. Leverage available resources to the Board in forwarding the overarching goal. • The Board developed focus areas for 2015 Tier 3 applications. The Board was concerned that the applications they were receiving were not meeting the intended goals of Tier 3. The focus areas included adding additional questions around what applicants are doing to engage youth and diverse audiences. The Board also decided to provide Tier 3 grantees three hours of marketing consulting to assist them in reaching broader audiences. • The Board administered three funding sessions for Fort Fund and recommended grants for distribution as follows: January 2014 Session $51,300 to 20 applicants Tier 2, April 2014 Session $155,050 to 18 applicants, Tier 1 $31,000 to 3 applicants, Tier 3 June 2014 Session $61,600 to 24 applicants, Tier 2 Total $298,950 to 50 different organizations (listed below) • Fort Fund grants provided support to more than one hundred community cultural and recreational events in 2014. • The Board recommended three Tier 3: Cultural Innovation grants. These grants went to the Downtown Business Association’s Hip History: 150 Years Exploring Fort Collins; Community Outreach and Marketing at the Fort Collins Museum of Discovery; and the Fort Collins Musicians Association’s FoCoMX 2015. • The Board continued to work cooperatively with Visit Fort Collins in making recommendations for Fort Fund dollars that encourage tourism. 4.
