HomeMy WebLinkAbout2013 - Parks And Recreation Board - Annual Report2013 P&R Board Annual Report Page 1 of 2 PARKS AND RECREATION BOARD 2013 ANNUAL REPORT The City of Fort Collins Parks and Recreation Advisory Board held 9 regular meetings in 2013 at various park and recreational facilities throughout the City. The 2013 Board Members were Ragan Adams, Richard Barnhart, Brian Carroll, Michael Chalona, Todd Galbate (resigned in May), Bruce Henderson, Jessica MacMillan (new member in January), Scott Sinn (new member in January), and Dawn Theis. The Board elects its officers annually in February, and Bruce Henderson was elected as Board Chair with Dawn Theis as Board Vice-Chair. Dawn Theis was also elected as Secretary. Kelly Ohlson served as City Council Liaison to the Board until after the Fort Collins general election in April. Gino Campana replaced Kelly as Board Liaison in May. Craig Foreman, Park Planning & Development Director, J.R. Schnelzer, Director of Parks; and Bob Adams, Recreation Director, served as Staff Liaisons to the Board, with Carol Rankin, Administrative Support Supervisor, providing staff support. The Board achieved the majority of its 2013 work plan.  Budget  Reviewed proposed changes to Capital Improvement Expansion Fees. Supported creation of a new capital expansion fee for paved trails plus the updated inputs to the fee calculations for neighborhood and community parks. Drafted and approved a supporting letter to the city council.  The revised model for Recreation facility fees was reviewed.  Reviewed the potential Parks & Recreation capital improvement projects for the BOB II funding package.  Communications  Worked on outreach with other boards and by having a board member liaison with Bicycle Advisory Committee. Individual members attended meetings and functions of other city boards, commissions and departments and reported back to our group. Examples: Social Sustainability Gap Analysis Presentation with feedback group.  Members attended public input meetings to engage with citizens and report back to our group. Examples: Southeast Community Park Open House, Southeast Rec & Cultural Center Outreach Meeting, Senior Center Expansion Groundbreaking, Natural Areas Poudre River Downtown Project Open House.  Promoted Parks and Recreation accomplishments and stewardship with monthly articles submitted to the Coloradoan. Developed a spreadsheet to maintain list of ides for articles. Met with Coloradoan Living Local Editor to review article guidelines and discuss opportunities for improvement.  Reviewed the City Council six month planning calendar on a regular basis to ensure participation of the Board at Council Meetings where Parks and Recreation items would be discussed as well as coordinate our agenda topics for timely representation with council agenda topics as needed.  Created a PowerPoint P&R Board overview presentation and reviewed it with the new Council Liaison, Gino Campana. Invited Gino to a board meeting to discuss the Board’s role and best ways to communicate with Council. Positive feedback and recommendations were received at this meeting and it will help us target our communications effectively.  Sustainable Practices  Wrote an article for the Coloradoan detailing and highlighting the sustainable practices used by the City of Fort Collins Parks and Recreation Department.  Reviewed and discussed the water use practices with staff members of the City of Fort Collins Parks and Recreation Department.  Reviewed SE Cultural/ Art Community Center for sustainable principles in design and planning. 2013 P&R Board Annual Report Page 2 of 2  Parks  Flood impact and cleanup.  Reviewed the Downtown Poudre River Planning Project. Participated in the community open house.  Reviewed plans for the SE Community Park, participated in public open houses.  Participated in a Water 101 overview delivered by Bill Whirty. This covered buying, selling, and renting water rights.  Supported hiring of Bud Bredehoft, the new Park Ranger. Bud reviewed his goals and responsibilities with the Board.  Supported completion of Radiant Park.  Participated in review of plans to modify the Edora Park disc golf course.  Provided input into the Lincoln Corridor Plan as related to Buckingham Park and Poudre Trail.  Trails  Reviewed and monitored CSU students trail survey for impact on P&R.  Stayed abreast of Natural Areas long-range plan for trails in natural areas.  Reviewed bicycle usage of trails to look for safety and planning issues.  Reviewed and provided input to the new trails master plan.  Provided input into design and planning of the Woodward Development project as related to the Poudre Trail and adjoining open space.  Reviewed and discussed plans for the extension of the Poudre Trail to Timnath and detours on the Poudre Trail for Shields bridge replacement and the Vine St. Outfall project.  Recreation  Members of the Youth Advisory Board joined the Parks & Rec Board May meeting for a joint update and discussion on the Southeast Recreation/Cultural Center plans.  Lisa Ratajczak reviewed the Child Development Programs coordinates.  Received monthly updates on the status of Recreation Programs and capital improvement projects including the Senior Center, the Aztlan Center, and Club Tico.  Other Projects/Programs  Vince Castillo, Josh Quinn, and Danny Burdick all representatives of local disc golf clubs attended several meetings to promote better communication and partnership for their October tournament.  Amy Resseguie, Publicity and Marketing Specialist with the city of Fort Collins talked with the Board about the Idea Lab public engagement platform.  Megan Bolin provided an overview on the parks, art, and recreation aspects of the Mid-Town Plan.  Pete Wray and Amy Lewin discussed the Lincoln Corridor Plan.  Developed and approved the 2014 Work Plan for the Board.  Staff kept the Board updated on the project to create Community Gardens.
