The Land Conservation and Stewardship Board (LCSB) are pleased to present its 2010 Annual Report to
the Mayor and City Council. During 2010, the LCSB worked diligently to fulfill its responsibilities as
advisors to City Council on issues related to the Natural Areas Program (NAP).
The LCSB recommended that Council approve the following items: Drainage Easement for Parks across
Pelican Marsh; Authorizing use of funds already spent as matching funds for the Neotropical Bird Study
Grant for the RMBO Neotropical bird study at Soapstone; New Prospect – Drainage and Trail Easement
across Mallards Nest Natural Area; Soapstone Grazing Lease; and Maxwell Farm Lease.
The LCSB provided input on City Plan- Plan Fort Collins and the Poudre River Natural Areas
Management Plan Update on numerous occasions. LCSB members attended several Plan Fort Collins
Open Houses and participated in two staff lead field trips of natural areas along the Poudre to better
prepare them to comment on these two planning efforts.
Staff provided regular updates on land conservation projects and requested input on numerous potential
conservation projects. Several executive sessions were held to discuss specific land conservation
negotiations.
The LCSB received staff presentations, discussed the issues, and provided staff input on the following
subjects: Pelican Marsh – Benson Reservoir Dam Replacement; Public Improvements and Facilities
Update; Poudre Trail Alignment at Lemay Avenue; Spring Creek Trail Alignment at Centre Avenue;
Museum Planning and Updates; Natural Areas 2010 Strategic Plan; Vegetation Management; Prairie Dog
Management; Memorial Bench Policy; Healthy River Initiative for the Poudre River; State Flood Plain
Regulations; Harmony/I-25 Gateway Area Plan; Community Garden Permit Request; Long Range Budget
Update; Ranger Program; Fossil Creek Reservoir Regional Open Space; Budgeting for Outcomes – 2011
& 2012 Natural Areas Program Budgets; Proposed Changes to the City’s Poudre River Flood Plain
Regulations; and the Natural Areas Encroachment Policy.
The LCSB allows time prior to each meeting for public comments. Public comments were made
regarding the following: Trail damage by City Utility trucks accessing a water storage tank located on
Maxwell Natural Area when the access road/trail was muddy;
Chris Gaughan and then Paul Mills served as our Bicycle Advisory Committee Representative; they
provided regular reports.
In December the LCSB took part in a joint Open Space Meeting with the Larimer County Open Lands
Board, the City of Loveland Natural Areas Board, and representatives from several other towns and cities
in Larimer County. The primary purpose of the meeting was to listen to presentations by Trust for Public
Land’s staff on Conservation Visioning and Conservation Funding. In a separate board meeting following
the joint meeting, the LCSB reacted to the regional conservation planning tools presented by TPL.
As in the past, the LCSB looks forward to serving the citizens and City Council in the year 2011. Thank
