A regular meeting of the Liquor Licensing Authoritywas held on January 10, 2011 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.
Staff in attendance: Bronwyn Scurlock, Assistant City Attorney

Kyle Bendzsa, Fort Collins Police Officer
Agenda Review
Deputy City Clerk Jensen stated the Assistant City Attorney Scurlock has reached a stipulation
agreements with Bann Thai Restaurant, LLC and Rhee & Suh Company, Inc.
Approval of Minutes
Judge Lane approved the minutes from December 20, 2010.
Registration of Becky Ellis as
Manager of Cambria Suites, 200 West Prospect Avenue, Approved
Becky Ellis, manager applicant, briefly described her background, stating she has had limited work
experience with the sale and service of alcohol. She stated she has completed the on -lines TIP's training
and has received her certification. Ms. Ellis stated that either she or the assistant manager is on premise
supervising and that she is on -premise at least 40 hours a week She stated she will be responsible for
training new employees, but will require them to complete TIP's training. Ms. Ellis stated that anyone
who appears to be under the age of 30 is carded. She stated on occasion they do card an entire group
if many of the attendees are young. Ms. Ellis stated she will provide Deputy City Clerk Jensen with her
certificate she received from completing the on-line TIP's training.
Judge Lane approved the registration of Becky Ellis as Manager of Cambria Suites, 200 West Prospect
Avenue.

Registration of Steven Curtis as
Manager of Times Square Dueling Piano Bar and Grill,
2631 South College Avenue, Approved
Steven Curtis, manager applicant, briefly described his background. He stated he has been bartending
since March, 2010 at Tunes Square Dueling Piano Bar and Grill. Mr. Curtis stated he has attended
Liquor Enforcement Officer Younger's training and that he is TTP's certified. He stated everypatron
is carded to enter the premises. Mr. Curtis stated bartenders and wait staff are encouraged to card a
patron that is already been admitted if they suspect they may have gotten past the doorman. He stated
any employee found in violation of the liquor code is immediately terminated. Mr. Curtis stated they
have a current copy of the liquor code on premise.
Judge Lane approved the registration of Steven Curtis as manager of Times Square Dueling Piano Bar
and Grill, 2631 South College Avenue.
Show Cause Hearing for Bann Thai Restaurant, LLC dba
Suh, 200 West Prospect Avenue, Stipulation Agreement Accepted
Suda Lapakulchai, representative for Bann Thai Restaurant, LLC, stated she will daily post the date at
which someone can consume alcohol legally.
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 daysuspension, 5 days served ($200 paid fine in lieu of suspension), with 10 days held
in abeyance for 1 year.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Bann Thai Restaurant, LLC, dba Bann Thai Restaurant, 626 South College Avenue.
Show Cause Hearing for Rhee & Suh Company, Inc., dba
Suh, 200 West Prospect, Stipulation Agreement Accepted
Sung Won Suh, representative for Rhee & Suh Company, Inc., stated they have attended training and
have emphasized the importance of following all Colorado Liquor Laws. He stated theywill be meeting
regularlyto review laws and regulations and that anyemployee found in violation of the liquor code will
be immediately terminated.
