A regular meeting of the Liquor Licensing Authority was held on September 10, 2012 in Municipal
Court, 215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from August 27, 2012.
Registration of Maria Kelly as
Manager of Chili's Hamburger Grill & Bar,
3524 South College Avenue, Approved
Maria Kelly, manager applicant, stated that she has a current copy of the liquor code on premise and
any employee found in violation of the liquor code is immediately terminated. She stated that each
customer has a three drink limit. Ms. Kelly stated she has two assistant managers that are on premise
when she is not available. She stated she is on premise 50-60 hours a week. Ms. Kelly stated anyone
ordering an alcoholic beverage must have a valid i.d., otherwise they are not served.
Judge Lane approved the registration of Maria Kellyas manager of Chili's Hamburger Grill &Bar, 3524
South College Avenue.
Registration of Michael Severance as
Manager of Beach House Grill,
125 South College Avenue, Approved
Mike Severance, manager applicant, stated he has been in the restaurant bar business for 30+years. He
stated he has held a liquor license in Loveland. Mr. Severance stated he recently has completed alcohol
service training with his staff. He stated they do not start carding at the door until 9:00 p.m. Mr.
Severance stated anyone ordering an alcoholic beverage must have a valid i.d., otherwise they are not
served. He stated anyone found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Michael Severance as Manager of Beach House Grill,125 South
College Avenue.

Request from Common Culture, LLC, dba
Cranknstein to Change, Alter, or Modify the
Licensed Premises at 215ANorth College Avenue, Approved
Evan Rau, representative for Common Culture, LLC, stated the front of the establishment is all glass
and that the patio will be visible from inside. He stated they will have a door person to monitor the
patio Fridayand Saturday evenings. Mr. Rau stated it is a verysmall patio and will onlyhave two tables.
Judge Lane approved the request from Common Culture, LLC, dba Cranknstein to change, alter, or
modify the licensed premises at 215A North College Avenue.
Transfer of Ownership of Cheba Hut Toasted Subs,
104 East Laurel from Toasty Mountain, LLC to
Dreamscape, LLC, Approved

Transfer of Ownership of Cheba Hut Toasted Subs,
925 South Taft Hill Road from Toasty Mountain, LLC to
Dreamscape, LLC, Approved
David Timmons, representative for Dreamscape, Inc., stated he owned a Cheba Hut in Iowa, however,
it did not have a liquor license. Mr. Timmons stated he recently purchased these two locations. He
stated only managers will be allowed to serve alcohol. Mr. Timmons stated he has retained most of the
employees and that he is not making any changes to either premises. He stated he has a general
managers and assistant managers at each location. Mr. Timmons stated any -employee found in violation
of the liquor code is immediately terminated.
Judge Lane approved the transfer of ownership of Cheba Hut Toasted Subs, 104 East Laurel from
ToastyMountain, LLC to Dreamscape, LLC, and the transfer of ownership of Cheba Hut Toasted Subs,
925 South Taft Bill Road, from Toasty Mountain, LLC to Dreamscape, LLC.

7-Eleven, Inc., for a 3.2% beer- off premise license at
7-Eleven Store 35506H, 3045 West Prospect Road, Approved
Tom Dunn, attorney representing 7-Eleven, Inc., stated the applicant is ready to proceed.
Carol Johnson, representative for -Esquire Petitioning, LLC, was swom. In response to a question from
the Authority, Ms. Johnson stated that of the signatures obtained, 96% were in support of this
application. She stated this indicates a need and desire for a 3.2% beer - off premise license for this
neighborhood.

Troy Schwent, Field Consultant for 7-Eleven, Inc., described the training all employees are required to
complete annually. In response to a question from Mr. Dunn, he stated they have a secret shopper
program that tests each location on a monthly basis. He stated anyemployee found in violation of the
liquor code is immediately terminated.
Judge Lane adopted Resolution 2012-13 approving an application from 7-Eleven, Inc., fora 3.2% beer -
off premise license at 7-Eleven Store 35506U 3045 West Prospect Road.
Hearing on a New Application from K&L, Inc., for a
Hotel -Restaurant Liquor License at
Zquila Mexican Restaurant, 230 South College Avenue Approved

Registration of Brian Chagolla as Manager of
Zquila Mexican Restaurant, 230 South College Avenue, Approved
Tom Dunn, attorney representing K&L, Inc., stated the licensee is ready to proceed
Max Scott, representative for Oedipus, Inc., was sworn. He stated that the petitions results show that
the neighborhood is in 100% support of this application.
Louis Chagolla, representative for K&L, Inc., was sworn. He stated he has been in the family restaurant
business since 1981 and has worked in every position within the restaurant. Mr. Chagolla stated all
employees are required to be TIP's trained prior to beginning employment. He stated patrons ordering
alcohol are required to have an id if theyappear to be younger than 40 years of age. Mr. Chagolla stated
any employee found in violation of the liquor code is immediately terminated. He stated they will keep
a current copy of the liquor code on premise once they are open. Mr. Chagolla stated they will not be
building the roof top patio and will submit an amended diagram to Deputy City Clerk Jensen.
Brian Chagolla, manager applicant, stated he will also complete the TIP's training with his employees.
He stated he has worked every position in the restaurant and has worked in the family business for
several years. Mr. Chagolla stated that he is aware the importance of adhering to all liquor laws, given
that there are so many college aged patrons.
Judge Lane adopted Resolution 2012-14 approving an application fromK&L, Inc., fora hotel -restaurant
liquor license at Zquila Mexican Restaurant, 230 South College Avenue.
