215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from July 9, 2012.
Consent Agenda
Request fromDimension Development Two LLC. dba Courtyard byMarriottto Change Alter,
or Modify the Licensed Premises at 1200 Oakridge Drive.
Judge Lane adopted the Consent Agenda.
Show Cause Hearing for Chipotle Mexican Grill, Inc.,
dba Chipotle Mexican Grill, 2120 South College Avenue,
Stipulation Agreement Approved
Assistant CityAttomey Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served ($200 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 12-47-901(1)(a.5)(I), permitting the sale or service of alcohol
beverages to a person under the age of 21 years.
Jon Stonbraker, attorney representing Chipode Mexican Grill, Inc., stated that all the employees at the
location have attended additional training and will be filing the documentation showing the employees
that attended the training.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Chipotle Mexican Grill, Inc., dba Chipotle Mexican Grill, 2120 South College Avenue.

Show Cause Hearing for Campus West, Inc., dba
Campus West Liquor Depot, 1107 City Park Avenue,
Stipulation Agreement Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served ($5000 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating CRS. 12-47-901 (1) (a.5)(I), permitting the sale or service of alcohol
beverages to a person under the age of 21 years.
John Musa, representative for Campus West, Inc., stated he fired the individual that sold to the underage
operative.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Campus West, Inc., dba Campus West Liquor Depot, 1107 CityPark Avenue.
Show Cause Hearing for Austin's American Grill 2815, Inc., dba
Austin's American Grill, 2815 East Harmony Road, Unit C,
Stipulation Agreement Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 daysuspension, 5 days served ($5000 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating CRS.12-47-901(1)(a.5)(I), pemutting the sale orservice of alcohol
beverages to a person under the age of 21 years.
Alan Jansen and Mark Culloton, representatives for Austin's American Grill 2815, Inc., stated the
employee that sold to the underage operative was immediately terminated.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Austin's American Grill 2815, Inc., Austin's American Grill, 2815 East Harmony Road,
Unit C.
Request from Ambiance, Inc., dba Fort Collins Brewery to
Temporarily Change, Alter, or Modify the Licensed Premises at
1020 East Lincoln Avenue for an event on August 24, 2012, Approved
Kim Ruben, representative for Fort Collins Brewery, stated they will have sufficient staff to keep this
event safe and fun. She stated that this is the first time they are holding this event. In response to a
question from the Authority, Ms. Ruben stated she petitioned the neighborhood and received support
for this event.
Judge Lane approved the request fromAmbiance, Inc., dba Fort Collins Breweryto temporarilychange,
alter, or modify the licensed premises at 1020 East Lincoln Avenue for an event on August 24, 2012.

Request from Dos Payaso, LLC dba El Monte Grille to
Temporarily Change, Alter, or Modify the
Sarah Josv&k, representative for Dos Payaso, LLC, stated this is the third year theyhave had this event
and that it has been well attended and well received in the past. She stated they will use green snow as
fencing to enclose the outdoor venue and have door personnel at each entrance/exit. Ms. Joswick
stated she petitioned the neighborhood and received many positive continents.
Judge Lane approved the request from Dos Payaso, LLC, dba El Monte Grille to temporarily change,
alter, or modifythe licensed premises at 1611 South College Avenue, Suite 100 on August 25, 2012.
Registration of Jacob Perry as
Manager of Noodles & Company,
650 South College Avenue, Approved
Jacob Perry, manager applicant, stated he does not accept vertical id's even if they have turned 21. He
stated he supervises 18-25 employees and that only managers are allowed to touch alcohol. Mr. Perry
stated if a non -manager touches alcohol theyare irnmediatelyterminated. He stated everyone is carded
when ordering an alcoholic beverage. Mr. Perry stated any employee found in violation of the liquor
code is immediatelyterminated.
Judge Lane approved the registration of Jacob Perry as manager of Noodles & Company, 650 South
College Avenue.
Hearing on a New Application from Tokyo, Ind., for
a hotel -restaurant liquor license at Tokyo Joe's,
2519 South Shields Street, Suite C, Approved
William C. Wildberger, attomeyrepresenting Tokyo, Inc., and Carol Johnson, representative for Esquire
Petitioning, Inc., were sworn. In response to a question from the Authority, Mr. Wildberger stated this
is a fast casual style of restaurant. He stated this is their 24 s location in Colorado. Mr. Wildberger
stated food sales are approximately 95% of their gross sales. He stated the employees are instructed to
watch patrons to make sure alcohol is not passed off to underage patrons. Mr. Wildberger stated they
will hire a separate manager as they get closer to the opening date in December 2012. He briefly
described the training all employees are required to complete. Mr. Wildberger stated any employee
found in a blatant disregard for the liquor code is immediately terminated.
Carol Johnson, representative forEsquire Petitioning, Inc., brieflydescribed the petioning process. She
stated they had one residence sign in opposition, however, this individual stated they have an
abhorrence of alcohol.
Judge Lane adopted Resolution 2012-I1 approving a new application from Tokyo, Inc., for a hotel -
restaurant liquor license at Tokyo Joe's, 2519 South Shields Street, Suite C.
