Greg Yeager, Recorder Monica Gavin Chair Glenn Strunk called the meeting to order at 5:30 p.m. Minutes: Anne Berry made a motion to approve the August 11, 2010 minutes. Robin Penny seconded the motion. The motion passed 6:0. Voice/Email Reports: CRB Voice Mail and crb@fcgov.com Email Reports: Glenn Strunk reported no emails had been received in the last month. There was a voicemail message received August 17, 2010, regarding the Mountain Avenue shooting. The caller did not identify himself. The message was forwarded to the Chair of the Subcommittee, Robin Penny, who will follow-up. Two voicemails were received on September 2, 2010, from the same female who did not identify herself. Her concern was regarding officers in unmarked police cars stopping citizens for stop sign violations. She did not want to file a formal complaint. Bias Police Voice Mail Report: Sgt. Greg Yeager reported he checked the mailbox on September 8, 2010, at 5:00 p.m. There were no new messages. He had received a message on August 22, 2010, that was from an unidentified witness who wished to compliment officers on their performance at the Old Town Riot. Public Input: Elaine Boni of the Human Relations Committee was in attendance and informed the Board the HRC Meeting would be held the next evening, September 9, 2010. New Business: History of CRB Glenn Strunk will talk to Captain Jerry Schiager about adding an item to a future agenda regarding researching the history of the Citizen Review Board. He will be looking for volunteers to help. Elaine Boni stated Brian Carroll may be a good resource as he was on the Human Relations Committee and then became a member of Citizen Review Board. Letty Coykendall was also on the HRC at that time. Annual Recruitment for City Boards and Commissions Greg Yeager distributed flyers he received from Karla Smith of the City Clerk’s Office regarding the annual recruitment process for openings on City Boards and Commissions. CRB Members were asked to post these at their workplaces. Glenn Strunk asked about the renewal process. Captain Schiager previously asked Karla Smith to send out a message regarding the renewal process and some of the board members indicated they had received that message. Old Business: Policy wording in reference to findings Sgt. Greg Yeager stated he talked to Chief Harrison about concerns on differences in the wording used in the findings of a case, i.e. “unfounded” vs “exonerated.” Chief Harrison stated to Sgt Yeager he doesn’t feel the wording is confusing and is not interested in changing the wording in the policy at this time. If there are concerns from the Board, Chief Harrison encourages them to share their feelings with him or Captain Schiager and it could be discussed the next time there is a policy revision. Approval of minutes on PC2010-10 Glenn Strunk made a motion to approve the minutes of the PC2010-10 Subcommittee. Letty Coykendall seconded the motion. The motion passed 3:0 (with Chair Anne Berry and members Letty Coykendall and Glenn Strunk voting) Pending Cases: Case LII2010-006. Sgt Yeager notified the CRB he is taking a 30 day extension, until October 16, 2010. He is having difficulties communicating with the complainant who is currently incarcerated. Case LII2010-005 (Mountain Avenue Shooting) Sgt Yeager reported this is due to the subcommittee on September 28, 2010. The Use of Force Board is scheduled to review on September 23, 2010 and they will have 10 days to report to Chief Harrison and then because the Chief will need to complete his review, Sgt Yeager is requesting an extension of 45 days, now due on November 12, 2010. Robin made a motion to grant an extension of 45 days due to good cause on Case LII2010-005. Letty Coykendall seconded the motion. The motion passed 6:0 . In Progress/Follow Up Case LII2009-010 (Christmas Day Shooting) Jim O’Neill reported subcommittee minutes are complete and will be approved at next month’s meeting. Sgt Yeager will deliver the subcommittee’s findings to Chief Harrison. Case LII2010-004 Chief has rendered findings and officer has been notified. Case PC2010-10 Chief has rendered findings. Sgt Yeager will send out appropriate notification forms within the week. Adjournment: Evan Singleton made a motion to adjourn. Anne Berry seconded the motion.
