ART IN PUBLIC PLACES BOARD
2012 WORK PLAN
Introduction:
The Art in Public Places Program (APP) was reauthorized in April of 1998. The APP Board will continue to advise
City Council on projects and programs relating to public art, design and aesthetics.
Range of Activities Planned for 2012:
Activities
Participate and make recommendations regarding Council’s review of the APP Program
Promote the APP collection and Fort Collins as a unique destination for attracting tourism, economic
development, and increased tax revenue.
The APP Program will continue to develop Utility projects that support the goals of the Utility Department
Review and make recommendations to City Council on all APP projects and donations.
Advise and make recommendations for changes to rules, regulations, guidelines, policy, administrative, and
budgetary matters pertaining to the APP Program.
Continue to serve as a resource to the community and public art programs across the country.
Continue to maintain and update the APP website, APP Transformer Cabinet, APP Collection and Pedestrian
Paver brochures & maps.
Continue to review donations of artwork to the city.
Continue to maintain the APP art collection.
Design Consultant Projects
The APP Board currently has a juried list of 15 visual artists on the APP Design Consultant Resource List. Artists
are reviewed every two years in an open call for inclusion on the list, the last review being in 2011. City
departments select artists from the list to work with design teams to integrate art into city construction projects.
1% Projects (City construction projects with budgets over $250,000)
These projects are usually developed in conjunction with a larger construction project so the art project timeline
coincides with the construction timeline. Therefore, the APP art project could be delayed if the construction project
is delayed. All these projects have an artist working with the project design team to develop concepts that meet the
goals of the project.
The APP Board currently has thirteen 1% projects:
The Environmental Learning Center project has the Utility Water Systems Engineering Department
constructing a water diversion wall on the Cache la Poudre River near the ELC. Artist Lynne Hull has been
selected through the APP process to work with the project team.
The Fort Collins Discovery Museum project is creating a new building and partnership between the Fort
Collins Museum and the Discovery Science Center. Artist Ned Kahn was selected from 218 applicants and
is currently working with the design team on this project.
The Linden Streetscape Project team selected artist Susan Dailey from the Design Consultant Resource
List. This project is currently in fabrication.
The APP Program is working with the Mason Transportation Corridor team to develop the concepts for
art to further enhance and support this project. Artist Robert Tully was selected to work with the project
team and develop art elements that are functional components of the corridor.
The APP program is currently working on two North College projects and helping to create a vision for the
corridor. The Planning Department had previously met with the APP Board to outline the various gateways
to the city. For the North College Entryway, artist Howard Kalish was selected from an open competition.
The artist will start working with the project team in the near future.
The second N. College project is the North College Improvement Project. Artist Andy Dufford was
selected for this project from the Design Consultant Resource List. The artist is currently meeting with the
project team to develop concepts for the art at this site.
The APP program has been working with the Engineering Dept. on pavers that are incorporated into city
sidewalks. The program has held open competitions to solicit drawings from Fort Collins students ages 3
through 18. The APP program is planning to proceed with this program for a 2011/2012 Pedestrian Paver
competition. Designs will be selected and sandblasted into granite pavers. This will be the ninth year for
this program.
The Parks Department joined the board to present the plans for Registry Neighborhood Park. The team
has selected artist Patrick Marold to work with them on a site specific piece for this park project. The
artists’ concepts for this park have been approved by the APP Board.
APP is working with the Park Planning Department on a new neighborhood park near Zach Elementary
School. Artist Erick Johnson has been selected to work with the project team.
The APP Program has completed 116 Transformer Cabinet Murals. To continue to help mitigate the
graffiti on these cabinets, APP along with the Light & Power Department will continue to prioritize sites
for future mural projects and select new artists in 2012.
The Utility Department has enlisted the help of the APP program on the Utility Marker Project. This
multi-year project is seeking drawings from Fort Collins residents that will be fabricated into storm drain
markers and manhole covers, helping to educate the public on local watersheds. These will be fabricated in
2012.
Utilities proposed to the APP board a project to develop educational Water Quality Boxes. Artist
Andy Dufford was selected for this project from the Design Consultant Resource List. These artist
designed boxes will hold Utility water quality testing equipment. There will two basic designs, an
urban design and a rural design. The urban Water Quality Boxes will be installed in 2012.
The City Engineering Department presented the West Harmony Road project to the APP Board. The APP
Board selected an artist through an RFQ process that worked with the project team to develop a concept for
the site. The APP Board will revisit this project and discuss next steps.
Continue to coordinate with city departments as they develop new projects in 2012.
Projects on Hold
The APP Board is working toward selecting an Old Town Location for an iconic art piece. They will
further define the budget and artist selection process for this project. This project is currently on hold.
The APP Program was working with artist Robert Tully and the project team on refining the concepts for
the Pickle Plant site. This project team has been developing a concept that creates a gateway into Old
Town and highlights renewable energy. This project is currently on hold.
Collaborations/Outreach
In 2011 APP partnered with DDA and Bohemian Foundation on the Pianos about Town Project which
had an “Art in Action” project in Old Town Square. The partners are discussing the possibility of
continuing this project in 2012.
APP is in the process of working with donors on an approved art donation to EPIC. The bronze sculpture
of a youth hockey player will be installed in 2012.
APP is partnering with the Poudre River Library District to incorporate public art in their Main Library
Expansion Project.
APP is planning on collaborating with Beet Street on their AIR (Arts Incubator of the Rockies) project.
Utilities and the APP program have developed a program for the private Sponsorship of Transformer
Cabinet Murals. The direction is to have the private owner cover all costs and donate the money to the
city for the mural. The selected artist will then work with Art in Public Places Program to create the mural
on the transformer cabinet. We currently have a couple organizations/businesses who are considering
sponsoring a cabinet mural in 2012.
APP continues to work with various local individuals and organizations to paint murals on metal trash
cans that are then placed by the Parks Department in parks throughout the city.
APP continues to partner with the Poudre School District on various projects to keep local youth involved
in self-expression and the arts.
Continue to share best practices with other agencies, both locally and nationally, on the Transformer
Cabinet Mural Project and our APP process.
