Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authoritywas held on May 6, 2002 in Municipal Gourt, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: JennyLopezFilkins, Assistant GityAttorney Aimee Jensen, Deputy City Clerk Robert Younger, Liquor Enforcement Officer Agenda Review Deputy City Clerk Jensen stated that there were no changes to the agenda. Consent Agenda The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time on important items on an agenda. Items on the Consent Agenda are (1) routine items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered under "Other Business" at the end of the meeting. a. b. Request from Front Range Restaurant Concept Inc., dba Austin' American Grill, 100 West Mountain Avenue to Change Alter, or Modify the Licensed Premises. Judge Lane adopted the Consent Agenda. Consideration of an Application from Diamond Peaks Mountain Bike Patrol, for a Special Events Permit at New Belgium Brewing Company, 500 Linden Street, Approved Ramon Ajero, event manager, briefly described the event and detailed the premises to be licensed. He stated the police special events permit is pending. In response to questions from the Judge, Mr. Ajero stated he will modify the diagram May 6, 2002 Judge Lane approved the application from Diamond Peaks Mountain Bike Patrol, for a Special Events Permit at New Belgium Brewing Company, 500 Linden Street, contingent upon receipt by the Clerk's Office of the Police Special Events Permit. Request from Gaton III, Inc., dba Canino's Restaurant, 613 South College Avenue, to Change, Alter, or Modify the Licensed Premises, Approved Clyde Canino, representative for Gaton III, Inc., briefly described the proposed modifications. He stated his intent is to keep Canino's as a restaurant. Mr. Canino stated liquor sales are between 14-17% of total sales. He stated he has not had any negative comments regarding this application. Mr. Canino stated beer and wine is part of the meal not the focus. He stated this is application is in response to customer demand. Judge Lane approved the request from Gaton III, Inc., dba Canino's Restaurant, 613 South College Avenue contingent upon approval from Building Inspection. Request from Nate's of Fort Collins, Inc., dba Nate's Seafood, Prime Rib and Oyster Bar, at 3620 South Mason Street to Change, Alter, or Modify the Licensed Premises, Approved Doug DeMecurio, representative for Nate's of Fort Collins, Inc., briefly described the changes. He stated he is remodeling the kitchen to conform to new health code requirements. Mr. DeMecuno stated the bar area will be slightly decreased. Judge Lane approved the request from Nate's of Fort Collins, Inc., dba Nate's Seafood, Prime Rib and Oyster Bar, at 3620 South Mason Street to Change, Alter, or Modify the Licensed Premises. Transfer of Ownership of Lopiano's Catering, 1200 Raintree (Senior Center), from Michael and Sandra Farnsworth to Wilcox, Inc., and Trade Name Change to Bottoms Up Bar Service, Approved Kevin Wilcox, representative for Wilcox, Inc., briefly -described his background. He stated theyare only a special event type service, such as wedding receptions, birthday parties, etc. Mr. Wilcox stated his bartenders will card anyone that appears to 30 years of age or under. He stated there were 62 events at the Senior Center in 2001. Mr. Wilcox stated they -will have a bar cart instead of setting up tables from which to serve. He stated the storage cabinet will be padlocked with Kevin the only one holding the key. Mr. Wilcox briefly described the training he will require his employees to complete. He stated any employee found in violation of the liquor code will be immediately terminated. 2 May 6, 2002 Judge Lane approved the transfer of ownership of Lopiano's Catering, 1200 Raintree (Senior Center), from Michael and Sandra Farnsworth to Wilcox, Inc., and Trade Name Change to Bottoms Up Bar Service. Hearing on a New Application from Nokhu, LLC for a Hotel -Restaurant Liquor License at Nokhu on Canyon, 211 West Canyon Avenue, Approved Theo C. Otte and Angela Nacos, representatives for Nokhu, LLC, were sworn. Mr. Otte stated he expects food sales to be approximately 70-75% of their gross sales. He stated he will instruct his employees to card anyone that appears to be 30 years of age or under. Mr. Otte stated he will use Coopers mith's training program and will supplement with information from the Restaurant Association. He stated the finished square footage will be approximately 4900 square feet. Mr. Otte stated any employee found in violation of the liquor code will be immediately terminated. In response to a question from the Authority, Mr. Otte stated he has worked at Coopersmith's for 13 years. He stated he accepts the responsibilities of holding a liquor license. Ms. Nacos detailed the petitioning process. She stated they received many positive comments in support of this application. Ms. Nacos stated they encouraged any one who expressed concern to attend the hearing. She noted people asked more questions about the restaurant, but not the liquor license. Judge Lane adopted the Resolution 2002-10 approving an application from Nokhu, LLC, for a hotel - restaurant liquor license at Nokhu on Canyon, 211 West Canyon Avenue. Registration of Lauren Williams as Manager of Nokhu on Canyon, 211 West Canyon, Approved Lauren Williams, manager applicant, briefly described her background. Ms. Williams stated she will require all servers involved with the sale and service of alcohol to be TIP's trained. She stated any employee found in violation of the liquor code will be immediately terminated. Judge Lane approved the registration of Lauren Williams as manager of Nokhu on Canyon, 211 West Canyon.
