A regular meeting of the Liquor Licensing Authoritywas held on October 21, 2002 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane Presiding.
Staff in attendance: Teresa Ablao, Assistant City Attorney
Richard Johnson, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Consideration of an Application from St Joseph's Parent Teacher Organization
(Spirit Committee), for a Special Events Permit at St. Joseph's Church,
308 West Mountain Avenue, November 9, 2002, Approved
Jane Nevrivy, applicant, briefly described the proposed event stating she will make sure that volunteers
are trained in carding patrons. She stated they do have security hired and will make sure security
monitors alcohol consumption. Theyhave between 35 and 40 parent volunteers. Ms. Nevrivystated she
has contacted Doug at Poudre Fire Authority and he will e-mail any concerns to Deputy City Clerk
Jensen.
Judge Lane approved the application from St. Joseph's Parent Teacher Organization (Spirit Committee)
for a special events permit at St. Joseph's Church, 308 West Mountain Avenue, on November 9, 2002,
contingent upon receiving information on training and Poudre Fire Authority approval.
Transfer of Ownership of South College Liquors, 2724 South College Avenue, from Judith
Judith Cook, representative for South College Liquors, Inc., stated she is being represented by Paul
Kenney. She stated she has managed this establishment for 20 years and has always been in charge of
day to day operations. Ms. Cook stated most of her training has been from on-the-job training. She
stated she is not intending to make any physical changes or changes in personnel or hours. Ms. Cook
stated she has 5 employees in addition to herself and they generally card anyone who appears to be 35
and under. She stated she has a current copy of the liquor code on premise.
Judge Lane approved the transfer of ownership of South College Liquors, 2724 South College Avenue,
from Judith Cook and Donald Raines to South College Liquors, Inc. (Judith Cook).

Transfer of Ownership of The Colorado Grill, 1624 South Lemay,
from TNG Associates to Perspectives Food & Spirits, Inc,
and Trade Name Change to Perspectives Grill & Lounge, Approved
Anita Smithery, applicant, stated she has worked for 14 years in the restaurant business in Montana and
has been at Waterpik for 15 years. Ms. Smithers is currently taking a class to get certified in hotel -
restaurant management and has received on the job training. She stated she is currently trying to
schedule training with Liquor Enforcement Officer Johnson.
Ms. Smithers stated she is not making anyphysical changes to the restaurant and that the patio entrance
will be only -through the restaurant. She stated there will be no changes to the hours of operation. Ms.
Smithers stated she will primarily be on premise at all times and has approximately 18 employees who
will stay on. She stated her employees are very good at carding and are not shy about asking for
identification. Ms. Smithery added she would probablyterminate someone who violates the liquorcode.
She briefly described her background.
Judge Lane approved the transfer of ownership of The Colorado Grill,1624 South Lemay, from TNG
Associates to Perspectives Food and Spirits, and Trade Name Change to Perspectives Grill and Lounge,
contingent upon receipt of an updated diagram and trade name change.
