The Land Conservation and Stewardship Board (LCSB) are pleased to present its 2009 Annual
Report to the Mayor and City Council. During 2009, the LCSB worked diligently to fulfill its
responsibilities as advisors to City Council on issues related to the Natural Areas Program
(NAP).
The LCSB recommended that Council approve the following items:
• South College Corridor Plan
• Revocable permit to allow Don Kehn Construction to complete the reclamation
requirements at Arapaho Bend Natural Area as required by the Colorado Division of
Reclamation.
• Access and drainage easements across Gustav Swanson Natural Area to the Urban
Development Partners, LLC.
• Authorize the use of a portion of the Bernard Ranch purchase as match for a Neotropical
Migratory Bird Conservation Act Grant administered by the U.S. Fish and Wildlife
Service (USFWS).
• Revocable Permit to ERO Resource Corporation for the installation of groundwater
monitoring wells on Natural Areas property in relation to the Northern Integrated Supply
Project and the Halligan-Seaman Water Management Project.
• Purchase agreement for Utilities in partnership with Natural Areas to purchase a water
storage reservoir and land from Jay Stoner.
• Mountain Vista Sub-area Plan
• Support letter for the Fossil Creek Trail at County Road #38E GOCO grant application.
• Temporary construction easement on Cathy Fromme Prairie Natural Area to Larimer
County for the Fossil Creek Restoration Project.
• Drainage easement on the Gustav Swanson Natural Area to Urban Development Partners.
• Amended and Restated Intergovernmental Agreement Concerning the Fossil Creek
Reservoir Area Property and the Sublease – Fossil Creek Reservoir between City of Fort
Collins and Larimer County.
The LCSB provided input on the Mountain Vista Sub-area Plan on two occasions.
Staff provided regular updates on land conservation projects and requested input on numerous
potential conservation projects. Several executive sessions were held to discuss specific land
conservation negotiations.
The LCSB received staff presentations, discussed the issues, and provided staff input on the
following subjects: Impacts of Wind Energy Development on Bats and Birds; Wind Energy
Economics; Natural Areas potential roles in the Carbon Markets; 2008 End of Year Prairie Dog
Report; Easement Policy; Picnic Rock; Budgeting For Out Comes – NA’s 2010-2011 Budgets;
Cultural Resource Protection; Education and Outreach; Weed Control; US Fish & Wildlife Grant
for Prairie Ecosystem Conservation Education; Soapstone Grazing Update; Bobcat Ridge
Wildlife Photo Project, a partnership with the Rocky Mountain Cat Conservancy; Discovery
Museum – Natural Areas Partnership; and the Natural Areas Commercial Use Policy. The LCSB
The LCSB allows time prior to each meeting for public comments. Public comments were made
regarding the following: CSU’s proposed wind energy development at CSU’s Maxwell Ranch;
Concerns related to Prairie Dog Control; Request that land be conserved in the Mountain Vista
Sub-area;
Chris Gaughan served as our Bicycle Advisory Committee Representative; he provided regular
reports and a presentation by the City Bicycle Coordinator.
As in the past, the LCSB looks forward to serving the citizens and City Council in the year 2010.
