The Land Conservation and Stewardship Board (LCSB) are pleased to present its 2012 Annual Report to
the Mayor and City Council. During 2012, the LCSB worked diligently to fulfill its responsibilities as
advisors to City Council on issues related to the Natural Areas Program (NAP).
The LCSB recommended that Council approve the following items: Access Easement for LaFarge on
Archery Range NA; Neotropical Bird Research Grant; Boxelder Sanitation Easement on Archery Range
NA; Hansen CE Amendment; NA’s Appropriation Ordinance; NA’s Staff Tenancy Agreements: Primrose
Studio – Rental Rates; Maxwell Farm Sale; Vangbo Property Sale; and Oil and Gas Regulations.
The LCSB provided input to Council on: Women’s Commission Meeting Report; and Kechter Farm
Development.
Staff provided regular updates on land conservation projects and requested input on numerous potential
land conservation projects.
The LCSB received presentations, discussed the issues, and provided staff input on the following
subjects: Reservoir Ridge NA proposed trail head parking and trail; NA’s 2011 Enhancement Grants;
Resource Management and Prairie Dog Updates; Resource Management Information System; Road
Widening Alignment – Hazaleus NA; Poudre River Modeling; NA’s Long Range Financial Model and
Proposed 2013 & 14 Budgets; Plug into Nature Report; Land Conservation – Stewardship Balance and
Strategy; Land Conservation Priorities; Fossil Creek Reservoir NA Underground Power Line Alignment
for Utilities; Potential Oil & Gas Development at Soapstone and Meadow Springs; Bison at Soapstone
Opportunity; Hunting at Soapstone; Trails Master Plan; Poudre River Grant Update; Poudre River Trail
Way Finding; Regional Land Conservation, Stewardship and Recreation Study; Mason Corridor; Xcel
Gas Line Updates; Shields Street/Poudre River Projects Updates; and the proposed NA’s New Office
Design.
The LCSB allows time prior to each meeting for public comments. Public comments were made
regarding the following: NA’s is no longer required to make give the public notice of prairie dog
fumigations, therefore the public has no sense of the amount of fumigation taking place; and Stacey
Baumgarn let the board know that he will be attending meetings as a representative from the new Energy
Board.
The LCSB spent time discussing their values and expectations and developed the LCSB 2013 Work Plan.
Katherine Grimes served as our Bicycle Advisory Committee Representative; she provided regular
reports.
In November the LCSB took part in a joint Open Space Meeting with the Larimer County Open Lands
Board, the City of Loveland Natural Areas Board, and representatives from several other cities in Larimer
County. The primary purposes of the meeting was to provide input on the joint regional study, to hear
updates on the progress of the study and to allow the board members in attendance a chance to network,
collaborate, and share information. .
As in the past, the LCSB looks forward to serving the citizens and City Council in the year 2013. Thank
you for the opportunity to serve our citizens and make contributions to our community.
