Designations: The LPC recommended one property for Fort Collins Landmark designation, the Paramount Cottage Camp, 1544 West Oak Street. B. College - Basement Entries and Alterations for New Commercial Uses - 426 E. Oak Street, Hottel/Hoffman House - Restoration - 150-152 North College Avenue – Building Restoration/Rehabilitation for State Tax Credit - 320 Walnut Street - Proposed Alterations C. Preservation Awareness: In 2009, the Landmark Preservation Commission sponsored the following programs promoting public awareness of historic preservation: • National Historic Preservation Week Proclamation • “Friend of Preservation Awards” – Four recipients • Plan Van Walking Tours of Historic Ghost Signs • Plan Van Bus Tours of 50’s -60’s Architecture D. Grants: - City received a Certified Local Government grant for $600, for staff and commission members to attend Colorado Preservation Inc.’s 2010 Saving Places conference in Denver; - Submitted a Certified Local Government grant request for $24,390.00 for the intensive survey of forty properties in the Campus North area, between Laurel and Mulberry Streets; - Agreed to act as Sponsor for two State Historic Fund Grants, for a $430,270.00 project for Restoration and Rehabilitation of the Avery Block Building, 106 E. Mountain Avenue; and for an $132,000.00 project to Rehabilitate the Paramount Cottage Camp at 1544 West Oak Street. - Staff continues to administer the State Historic Fund grant for Restoration of the Coca-Cola Ghost Sign, and the Post World War II Survey Project, also funded through a State Historic Fund grant. E. Other Business: In 2009, the Commission provided comments or took action regarding these items: - Voted to no longer continue the State Tax Credit for Historic Preservation Program; - Approved the LPC’s 2009 Work Program; - Commented upon the City’s 2010-2011 Budget, including reductions to the Historic Preservation Program; - Commented upon the Planning, Development, Transportation Service Area Reorganization, and impacts upon the Historic Preservation Program; - Commented upon the Downtown Wayfinding Signage; - Commented upon the Draft Historic Preservation Quality Improvement Study; - 3 - - Recommended Changes to the Landmark Rehabilitation Loan Program; - Voted on Changes to the LPC By-Laws. F. Ongoing Programs: • Demolition/Alteration Review – Staff processed approximately 300 demolition/alteration requests from January 1, 2009 through December 31, 2009. • Landmark Rehabilitation Loan Program – This program provided local preservation assistance zero % interest loans to 10 properties, totaling $42,435 in allocated funds. These funds were matched by private funds totaling $50,391, for a ratio of city dollars to private dollars of 1 : 1.2. • State Tax Credit for Historic Preservation: Expanded in 2009 to include all commercial, non-profit, and income-producing residential properties. The Commission reviewed and approved 4 State Tax Credit applications. G. LPC Training in 2009: - Colorado Preservation Inc.’s “2009 Saving Places” conference, attended by commission members Ian Shuff, Terence Hoagland, and Sondra Carson, and staff members Joe Frank Pam Opiela and Karen McWilliams. - Board and Commissions Training, presented by the Fort Collins City Attorney’s and City Clerk’s Offices. All continuing LPC members have taken this training. - F. Changes to Historic Preservation Ordinance and/or By-Laws - Landmark Rehabilitation Loan Program: Ordinance No 108, 2009, adopted on November 3, 2009, amended the Landmark Rehabilitation Loan Program to increase the maximum loan amount from $5,000.00 to $7,500.00, and provides for the ability to conduct a semi-annual application process. Landmark Preservation Commission By-Laws: At its December 9, 2009 meeting, the Commission adopted changes to its By-Laws, simplifying the language of the By-Laws, changing the By-Laws to provide for alternate Commission meetings and work sessions. - 4 - 2010 Annual CLG Report – Question #17 Landmark Preservation Commission Activity Index, FY 2009-2010 Design Reviews of Designated Landmarks: 259 S.
