A regular meeting of the Liquor Licensing Authority was held on October 29, 2012 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from October 15, 2012.
Show Cause Hearing for Lilly -Julian, Inc., & 7-Eleven, Inc., dba
Seven Eleven, 430 Remington Street, Stipulation Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served ($200 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violation C.R.S., 12-47-901(1) (a.5)(I), permitting the sale or service of alcohol
beverages to a person under the age of 21 years.
paiq Majeed, representative for Lilly Julian, Inc., stated he has changed the register to require that
whenever 3.2% is sold that the cashier is required to scan the identification presented. He stated this
particular employee was terminated.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Lilly -Julian, Inc., & 7-Eleven, Inc., dba Seven Eleven, 430 Remington Street.
Show Cause Hearing for Dreamscape, LLC, dba Cheba Hut Toasted Subs,
104 East Laurel Street, Stipulation Agreement Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served ($200 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violation C.R.S., 12-47-901 (1)(a.5)(I), permitting the sale or service of alcohol
beverages to a person under the age of 21 years.
David Timmons, representative for Dreamscape, LLC, briefly described the changes he has made to
ensure an underage patrons are not served alcohol.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented Dreamscape, LLC, dba Cheba Hut, Toasted Subs, 104 East Laurel Street.

The Armadillo Restaurant, 354 Walnut Street,
Stipulation Agreement Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served, with 10 days held in abeyance for 1 year for violation
C.R.S., 12-47-901(1)(a.5)(I), permitting the sale or service of alcohol beverages to a person under the
age of 21 years.
Jerry Schott, representative for Armadillo Club, Inc., stated they are in the process of hiring a new
manager for this location and that he will contact Deputy City Clerk Jensen to determine the 5 days they
will serve their five day suspension.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented Armadillo Club, Inc., dba The Armadillo Restaurant, 354 Walnut Street.
Transfer of Ownership Crazy Jack's Saloon,
6520 South College Avenue from Grandbois Enterprises, LLC to
Lemon Tree, Inc., and Trade Name Change to
Herradura Bar and Grill, Approved
David Kang, manager applicant, stated he is already operating under a temporary liquor permit. He
stated he has had 7 years of experience in the bar business. Mr. Kang stated the prior owners will not
have any control over how the bar will be run. He stated he is responsible for the day today operations.
Mr. Kang stated Mrs. Kang is responsible for the food service and development new menus. He stated
they will not serve alcohol past 1:00 a.m. Mr. Kang stated anyone under the age of 21 will have a large
mark drawn on their hand. He stated all patrons over the age of 21 will have a bracelet put on their
wrist. Mr. Kang stated they use colored cups for under 21 patrons and that security will be trained to
identify patrons ages by the type of cup they have. He stated there will always be an owner or manager
on premise. Mr. Kang stated he has experience with dealing with visibly intoxicated patrons.
In response to a question from the Authority, Liquor Enforcement Officer Clitnovici stated he is
recommending training for all his employees. Mr. Kang stated that he is able to provide footage from
his security cameras. Mr. Kang stated he will no longer allow his security staff to carry weapons.
Judge Lane approved the transfer of ownership of Crazy Jack's Saloon, 6520 South College Avenue
from Grandbois Enterprises, LLC, to Lemon Tree, Inc., and Trade Name Change to Herradura Bar and
Grill.
