Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was on July 13, 2009 in Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Jenny LopezFilkins, Assistant City Attorney Aimee Jensen, Deputy City Clerk Aeenda Review Deputy City Clerk Jensen stated that there were no changes to the agenda. Approval of Minutes Judge Lane approved the minutes from June 22, 2009. Registration of Patricia Luna as Manager of Hilton Garden Inn, 2821 East Harmony Road, Approved Patricia Luna, manager applicant, stated this is the first hotel she has managed that has a liquor license. She stated her staff is well trained in the sale and service of alcohol. Ms. Luna stated she supervises 3 employees that are TIP's trained that are directly involved with alcohol sales and service. She stated all patrons ordering an alcoholic beverage are carded. Ms. Luna stated an employee found in violation of the liquor code will likely receive a warning. She stated she has a current copy of the liquor code on premise. Judge Lane approved the registration of Patricia Luna as manager of Hilton Garden Inn, 2821 East Harmony Road. Registration of Frankie Roybal as Manager of Chipotle Mexican Grill, 649 South College Avenue, Approved Frankie Roybal, manager applicant, stated he has not received all the necessary training he will be required to complete. He stated he is supervising approximately 15 employees, of which 4 would be responsible for the sale and service of alcohol. Mr. Roybal stated that part of his training will be on how to train his subordinates. He stated that any patron ordering an alcoholic drink is required July 13, 2009 to have proper id to be examined by the manager on duty. Mr. Roybal stated he has a current copy of the liquor code on premise. He stated he was an assistant manager for Chipotle in Cheyenne. Judge Lane approved the registration of Frankie Roybal as manager of Chipotle Mexican Grill, 649 South College Avenue. Registration of Elizabeth Hostetter as Manager of Chipotle Mexican Grill, 2120 East Harmony Road, Approved Elizabeth Hostetter, manager applicant, stated she has completed her training through Chipotle as well as training with Loveland's Liquor Enforcement Officer. She stated she is supervising approximately 15 people of which 7 are involved with the sale and service of alcohol. Ms. Hostetter stated a manager is always involved with the sale of any alcoholic beverage. She stated any employee found in violation of the liquor code is immediately terminated. Judge Lane approved the registration of Elizabeth Hostetter as manager of Chipotle Mexican Grill, 2120 East Harmony Road. Request from Celli, Inc., dba The East Coast to Change, Alter, or Modify the Licensed Premises at 238 Linden Street, Approved William Chelalis, representative for Celli, hic., stated he is removing the upstairs from his licensed premises as well as removing the wall on the first floor. He stated he has received all the necessary approval from City departments. Mr. Chelalis stated removing the wall on the first floor will allow him to see the entire premise from the bar. Judge Lane approved the request from Celli, Inc., dba The East Coast to change, alter, or modify the licensed premises at 238 Linden Street. Request from The Criterion Group, dba The Melting Pot to Change, Alter, or Modify the Licensed Premises at 334 East Mountain, from August 14 - 16, 2009, Approved Ryan Houdek, representative for The Criterion Group, Inc., stated this year they are putting up two fences around the extended patio area. He stated in the past they have not had any problems and that this is to help offset a decrease in business due to the New West Fest. Mr. Houdek stated the petitions indicate positive support for this temporary modification. Judge Lane approved the request from The Criterion Group, dba The Melting Pot to change, alter, or modify the licensed premises at 334 East Mountain from August 14-16, 2009. July 13, 2009 Transfer of Ownership of Old Town Wine & Spirits, 214 South College Avenue from Uhl Enterprises, LLC to Layalina, LLC and Trade Name Change to Old Town Liquor, Approved Timothy Owens and Omer Alttaee, representatives for Layalina, LLC, stated they have both attended Liquor Enforcement Officer Younger's training. Mr. Owens stated they will train all employees and will require them to attend Liquor Enforcement Officer Younger's training. He stated any employee found in violation of the liquor code will receive a warning, and any subsequent violation will be terminated. Mr. Owens stated he has been the manager of the Charco Broiler for 15 years and has not had any liquor code violations. He stated on every liquor delivery, they will visually check the recipient's identification, as well as take a digital image of the id. Judge Lane approved the transfer of ownership of Old Town Wine & Spirits, 214 South College Avenue from Uhl Enterprises, LLC to Layalina, LLC and trade name change to Old Town Liquor. Hearing on a New Application from Blue Dot Design, LLC, for a beer and wine license at Two Pairs Nail Spa, 115 East Mountain Avenue, Approved Courtney Kendall, Jack Jewell, Teresa Jewell, all representatives for Blue Dot Design, LLC, were sworn. Ms. Jewell stated they are 30-45 days out from starting to serve. She stated they will have some snack foods available as well as menus from restaurants close by from which to order meals. Ms. Jewell stated they are scheduled for training on August 13, 2009 and that they intend to serve beer and wine complimentary with their spa services. She stated any patron will be required to show their id before they will be served. Ms. Jewell stated she is familiar with the liquor code. Ms. Jewell briefly described the petitioning process. She stated they received many positive comments in support of this application. Judge Lane adopted Resolution 2009-09 approving an application from Blue Dot Design, LLC, for a beer and wine license at Two Pairs Nail Spa, 115 East Mountain Avenue, contingent upon receipt of proof of training they will be attending on August 13, 2009.
