Christophe Fabvre, Chair 227-0282 Mayor Doug Hutchinson, Council Liaison 416-2154 Mike Freeman, Staff Liaison 416-2259 Erin Gill, Minutes 221-6505 Commission Members Present: Blue Hovatter, Bill Timpson, Christophe Febvre, Rick Price, Stu MacMillan, Tom Clevenger Commission Members Absent: Beena Bawa, Jim Clark, Kevin Shaw Guests: Eric Sutherland, Citizen of Fort Collins Ann Hutchison, Chamber of Commerce City Staff Present: Erin Gill Mike Freeman, Chief Financial Officer Agenda Item I — Meeting Call to Order Meeting called to order 11:03 a.m. Agenda Item 2 — Approval of Minutes Unanimous approval of minutes dated February 4, 2009. Agenda Item 3 - Public Comment Rick Price highlighted the Fort Collins Bike Co-op'Program and volunteer opportunities that include the Earn -a -Bike Program. For more information, please visit: http://fcbikecoop.or/ Eric Sutherland commented on the economic health benefits of electric Utility rates. Agenda Item 4 — Member updates and 6 mo calendar discussion >To better engage and involve Boards and Commission members in the 2010/201 l BFO process, the EAC will be providing input on the Economic Health Draft Request for Results at the May meeting. >Also in May, the EAC will be hearing from Transfort Assistant Manager regarding the status of the Transit Strategic Plan Financial Advisory Committee recommendation. >February 4, 2009 the EAC benefited from the Pathways Past Poverty presentation. After agreement among the commission, Rick Price planned to follow up with Mary Atchison, Vice President of Community. Investment United Way of Larimer County, to discuss potential future recommendations to Council from the. EAC regarding the Pathways Past Poverty initiative. Agenda Item 5 — Elections of Chair and Vice Chair, Rick Price motioned: The Economic Advisory Commission re-elect Christophe Febvre as Chair and Kevin Shaw as Vice -chair for 2009. Tom Clevenger second, and the re-election passed unanimously. Agenda Item 6 — Evening meeting calendaring At this time, the EAC has decided not to schedule any evening meetings although it is still a possible consideration for the future. Agenda Item 7 — 2010/2011 Budgeting for Outcomes (BFO) Communication for Boards and Commissions In an effort to enhance BFO community involvement, all Boards and Commissions will have three opportunities to provide input to the City Manager and Council. Following are the questions and answers of the first phase of feedback provided by The Economic Advisory Commission: 1.) Please provide feedback on whether that seven key results should be expanded, eliminated, or changed in scope. - In general, the EAC thought the current seven key results adequately covered the bulk of City operations 2.) Please review the Results Statement for the outcome(s) that most closely relates to your Board or Commission's mission. Summarize any recommended changes. - The EAC recommended adding "and diversity" after the word values from the Economic Health statement to read: Fort Collins has a healthy economy reflecting the values and diversity of our unique community in a changing world. General comments: The Commission was familiar with the BFO process and the programs specific to Economic Health. The EAC appreciates the opportunity to be involved more substantively in the budgeting process. Agenda Item 8 - Sales tax presentation by Mike Freeman The 2008 Financial Services informational only presentation by Mike Freeman highlighted: Sales and use tax Investment earnings The General Fund The Transportation fund Personnel costs Utilities No recommendations or decisions by the EAC were made.
