A regular meeting of the Liquor Licensing Authoritywas held on December 7, 2009 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated the manager registrations for Emily Johnson and Brett Robinson will
be heard before the modification of premises for Ti Bar and Thai Pepper to allow the owners of Ti Bar
and Thai Pepper to talk to Assistant City Attorney LopezFilkins.
Approval of Minutes
Judge Lane approved the minutes from November 16, 2009.
Registration of Emily Johnson as Manager of
The Lodge at MacKenzie Place,
4751 Pleasant Oak Drive, Approved
Emily Johnson, manager applicant, stated she is TIP's trained. She stated any patron that appears to
be 30 years old or younger they are carded. Ms. Johnson stated the average age of their residents is 84
years old. She stated she is responsible for the training of all new employees. Ms. Johnson stated her
assistant manager is also TIP's trained. She stated they have weekly staff meetings where they review
liquor sales and service. Ms. Johnson stated any employee found in violation of the liquor code will be
immediately terminated.
Judge Lane approved the registration of Emily Johnson as Manager of The Lodge at MacKenzie Place,
4751 Pleasant Oak Drive.
Registration of Brett Robinson as Manager of
MacKenzie Place, 4750 Pleasant Oak Drive, Approved
Brett Robinson, manager applicant, stated Ms. Johnson has trained him. He stated he relies on Ms.
Johnson to train his staff, and that they have an overlap of employees between the two places. Mr.
Robinson stated any employee found in violation of the liquor code is immediately terminated. He
stated he has a current liquor code on premise.
Judge Lane approved Brett Robinson as Manager of MacKenzie Place, 4750 Pleasant Oak Drive.

Request from Titi, Inc., dba Ti Bar to
Change, Alter, or Modify the Licensed Premises
at 105-107 East Laurel Street, Approved
Chooanong Tongbua, representative for Titi, Inc., briefly described the proposed changes. She stated
this modification is to add seating and expand the patio. Ms. Tongbua stated staff will monitor that
private room. She stated the square footage of the new room is approximately350. Titipong Tongbua
stated you can see the extended patio area from the bar inside the restaurant. He stated in the evening
that they have staff constantly monitoring the patio. Mr. Tongbua stated the back room will increase
their seating for approximately 20 people and the additional patio will hold at the most 8 additional
patrons.
In response to questions from the Authority, Brian Durham stated he did not communicate with the
other petitioners, as the reason for the numerous duplicate signatures on the petitions. He stated that
every person they approached were in support of this application.
Judge Lane approved the request from Titi, Inc., dba Ti Bar to change, alter, or modify the licensed
premises at 105-107 East Laurel.
Request from Thai Pepper, LLC, dba
Thai Pepper to Change, Alter, or Modify the
Licensed Premises at 109 East Laurel Street, Approved
Chooanong Tongbua, representative from Thai Pepper, LLC, stated they wish to license the patio to
serve alcohol. She stated the entire patio is visible from inside the restaurant. Ms. Tongbua stated they
are just adding a fence and have already been serving food on the patio. She stated she has received
many positive comments in support of this application.
Judge Lane approved the request from Thai Pepper, LLC dba Thai Pepper to change, alter, or modify
the licensed premises at 109 East Laurel Street.
