Agenda Item 1 — Meeting Call to Order
Meeting called to order 11:05 a.m.
Agenda Item 2 — Approval of Minutes
Unanimous approval of minutes dated April 1, 2009.
Agenda Item 3 - Public Comment
Jim Pounds and Randy Briggs of Scope Consultants, LLC introduced their company and
services as information only.
Patrick Gill and Peter Collins introduced themselves as part of the Northern Colorado
Entrepreneur's Network and highlighted the organization's objectives and goals.
Rick Price commented on Fort Collins Bikes funding and related BFO Offers.
Agenda Item 4 — Member updates and 6 mo calendar discussion
The EAC would like to hear from City staff regarding the Utilities Energy Policies at the
June 3rd meeting or July 1" meeting.
The EAC will convene for a Special meeting May 281h' 10:00-11:30 to discuss the
Foothills Mall.
The 2008 Community Scorecard was distributed to the Commission (biennial)
highlighting how well City services are being delivered to the community and
opportunities for improvement. No follow up from City staff requested by the
Conunission.
Jim Clark and Christophe Febvre of the EAC met with City staff BFO Economic Health
Budget Results Team members to provide citizen feedback/input.
Agenda Item 5 — Follow up discussion regarding previous meetings
Rick Price still has plans to follow up with Mary Atchison with United way regarding a
potential Pathways Past Poverty Initiative recommendation. Mary Atchison's Pathways
Past Poverty presentation was an informational only presentation to the EAC on February
4, 2009.
Agenda Item 6 — City Incentives for Industrial Development
Josh Bikks presented a PowerPoint summarizing the State and Fort Collins Incentives for
Industrial Development.
Tom Clevener motioned the City do away with manufacturing use tax commenting that it
was a disincentive for prospective manufacturing companies looking to move to Fort
Collins. The motion was not seconded.
Agenda Item-7 - Transit Strategic Plan Financial Advisory Committee
recommendation
Kurt Ravenschlag presented the 2009 Transit Strategic Plan Financial Advisory
Commission study implementation recommendation. Formal action by Council on this
item is scheduled for July 7, 2009 per the 6-month planning calendar.
Rick Price motioned the EAC enthusiastically support this plan as it is presented to
Council and this cormnission asks that an economic impact cost/benefit study be added
by staff. The motion was seconded by Clevenger.
Kevin Shaw and Bill Timpson abstained since they were not present at the meeting
Beena Bawa was present at the meeting and abstained from voting.
Motion split even: Vote 3-3
Affmnative: Rick Price, Tom Clevenger, Blue Hovatter.
Nay: Stu Macmillan, Christophe Febvre and Jim Clark.
This vote did not pass therefore, the EAC will continue this discussion at their next
regular scheduled meeting June 3, 2009. No written memos have been submitted to
Council regarding this motion.
Meeting adjourned at 1:20 p.m.
Agenda Item 7 - Discuss next meeting time and location
Next regular meeting is scheduled for June 3, 2009 posted on the
