HomeMy WebLinkAboutCitizen Review Board - Minutes - 05/13/2009. r CITIZEN REVIEW BOARD MEETING CIC Room May 13, 2009 Present: Arlene Archer, Dennis Baker, Anne Berry, Harry Edwards, Jim O'Neill, Robin Penny and Glenn Strunk Staff: Lt. Craig Dodd, Sgt. Dave Haywood, Assistant City Attorney Greg Tempel and Angelina Sanchez -Sprague, Recorder Chair Glenn Strunk called the meeting to order at 5:30 p.m. Minutes: Harry Edwards made a motion to approve the April 8, 2009 minutes as amended. Arlene Archer seconded the motion. The motion passed 7:0. Voice Mail Reports: CRB Voice Mail Message Report: Glenn Strunk reported there were no messages when he checked the voice mailbox at 5:06 p.m. on May 13, 2009. Bias Police Voice Mail Report: Lt. Dodd reported there were no messages when staff checked the voice mailboxXat 5:00 p.m. on May 12, 2009. 41 Public Input: None New Business: None Old Business: CRB video production status: Lt. Dodd reported Cable 14's Mark Grant has another week of editing and a video preview is set for the June meeting. Lt. Dodd reported that Sgt. Yeager followed up with staff at the Main Library about the report that a sign stating complaint forms are available there was no longer posted. Staff said the sign was down temporarily but it's back up now. Pending Cases: Case L112009-001 Lt. Dodd asked for a 45-day extension. He said case processing was delayed because the two complainants were not available for interviews for 3 weeks, resulting in a slow start up. The case summary is a 30-page document. He reported the report is currently in the chain -of - command review which he expects will take a couple of weeks to complete. He expects the report can be delivered to the subcommittee in a 2-3 week time frame. Greg Tempel informed the Board that the City Code provides that the Board may grant an extension to Police Services for "good cause." An initial extension of 30 days is automatically allowed to Police Services upon written notice to the Board and the complainant. That initial extension was taken at the prior Board meeting. All subsequent extensions are granted by the Board only upon a showing of good cause. Anne Berry asked if the full Board or just the subcommittee considers the request for this extension. Greg Tempel said either. Glenn said he'd recommend the entire Board make that decision —consistent with what they've done in the past. Dennis Baker made a motion that the entire Board makes the decision to grant or deny the extension request. Arlene Archer seconded the motion. The motion was approved 7:0. Robin Penny made a motion to grant a 45-day extension as good cause has been shown. Harry Edwards seconded the motion. The motion was approved 7:0. Case L112009-002 Case files were distributed to the subcommittee May 13. Their subcommittee meeting will follow the regular June 10`h meeting. Adjournment: Harry Edwards moved to adjourn the meeting. Anne Berry seconded the motion. The motion was approved 7:0 and the meeting was adjourned at 5:47 p.m. Members stayed for Different Weapons System Firearms Training after the regular meeting.
