In 2008, the Planning and Zoning Board held 11 regular public hearings, taking action on an average of 4 items per meeting. The agenda ranged from two items to as many as six items. The Board held 11 work sessions prior to the regular meetings. In addition, there was also one Board/staff retreat. The Development Review agenda items for the year totaled: 2 Overall Development Plans (including amended plans); 7 Project Development Plans; 4 Addition of Permitted Use 2 Modification of Standard (Stand-alone request); 6 Rezonings; 9 Annexations totaling approximately 688.63 acres; 1 Site Plan Advisory Reviews; The Board provided recommendations to the City Council on the following items: • Thorland Annexation & Zoning No 1 and No 2. • Fossil Creek Reservoir Open Space Annexation and Zoning • Shields Vine Enclave Annexation & Zoning • Downtown River District Plan • Text Amendment to the Land Use Code to Amend the Definition of Farm Animals 2008 Annual Revisions, Clarifications, and Additions to the Land Use Code • Land Use Code Text Amendment —Section 4.5(B)(3) —Permitted Uses in the L-M-N—to move "Shelters for Victims of Domestic Violence" for more than 15 clients from a Basic Development Review to P&Z (Type II) Review • Willox Lane and North College Avenue Rezone • 4800 Innovation Drive —Addition of a Permitted Use • North College Marketplace —Addition of a Permitted Use • Vineyard Rezoning • Modifying the Text Amendment Procedures — Section 2.9.3(B) of the Land Use Code (The change would have the effect of removing the ability of residents and property owners in the City of Fort Collins to directly apply for text amendments. Instead, the residents and owners can apply for changes to the Land Use Code consistent with the procedures for processing changes to the City Code.
