2. 2008 Year in Review: In 2008 the LPC convened for 17 meetings.
A. Designations: The LPC recommended ten (10) properties for Fort Collins
Landmark status:

B. Design Review: In 2008, the Commission and staff conducted reviews of 38
alterations to the exteriors of Landmark properties.

- Downtown Hotel and Conference Center
- 237 West Street, Addition and Alterations to Straw Bale Construction
- 222 Linden Street, Antler's Hotel, Restore Damaged Stone Entry
- 409-411 Whedbee — Interior and Exterior Restoration and Rehabilitation for
State Tax Credit
- Downtown Alley Project and Downtown Wayfinding Project
- 820 Remington Street - Interior and Exterior Restoration and Rehabilitation
for State Tax Credit
- 800 West Prospect Road, Observatory Park Condo -Style Suites Project
- 252 E. Mountain Street, Infill Construction
C. Preservation Awareness: In 2008, the Landmark Preservation Commission
sponsored the following programs promoting public awareness of historic
preservation:
• Historic Preservation Commission Training Workshop, Fort Collins, CO.,
presented by Colorado Historical Society, and attended by communities from
as far away as Colorado Springs, Aspen, Steamboat Springs and Brush.
• National Historic Preservation Week Proclamation
• "Friend of Preservation Awards" — Four recipients
• Seven meetings to discuss Landmark Designation, with Sugar Factory
Neighborhoods and with North Grant Street Neighborhood Group.
D. Grants:
- Received a State Historic Fund grant for $22,200 to restore the historic Coca-
Cola sign on the J. L. Hohnstein Block, 220 E. Mountain Avenue
- Received a $24,000 State Historic Fund grant to supplement the City's Zero -
Interest Rehabilitation Program
- Awarded a $35,000 State Historic Fund grant for intensive -level survey and
development of historic context of Post WWII properties
- Awarded a Certified Local Government grant for $1,450, enabling two
commission members to attend the National Alliance of Preservation
Commissions conference in New Orleans.

Assisted the Poudre Landmarks Foundation in the preparation of a successful
$80, 783 State Historic Fund grant for the City's Waterworks property.
E. Other Business: The LPC gave input on the historic preservation aspects regarding:
- 2008 Work Program
- The Fort Collins Downtown Hotel project
- Support Letters for SHF grant applications
- Periodic Council Review of the LPC- June 25, 2008
- Restoration activities to the Museo de la Tres Colonias, Romero House
- Mason Street Corridor Environmental Assessment and Section 106 Review
- State Tax Credit Review for 2009, further expanded to include all
commercial, non-profit, and income -producing residential properties
F. Ongoing Programs: Ongoing programs include:
• Demolition/Alteration Review — Staff processed 320 demolition/alteration
requests from January 1, 2008 through December 31, 2008.
Landmark Rehabilitation Loan Program — This program provided local
preservation assistance zero interest loans to 9 residential properties, totaling
$33,814 in awarded funds. Matching funds were $43,000. The ratio of public
dollars to private dollars is 1.3:1.
Colorado Historic Preservation Income Tax Credit — In 2008, the LPC was
responsible for design review and approval for all projects involving
commercial property in Fort Collins. For residential projects, staff edited and
reviewed applications before they were sent on to the Colorado Historical
Society, to help ensure that applications were quickly approved at the State
level.
G. LPC Training in 2008:
CPI "Saving Places 2008," conference attended by Commission members
Alyson McGee, and staff members Joe Frank and Karen McWilliams.
Board and Commissions Training, presented by the Fort Collins City
Attorney's and City Clerk's Offices. All current LPC members have now
taken this training.
Colorado Historical Society, Certified Local Government Commission
Training Workshop, attended by Karen McWilliams and Alyson McGee, staff,
and LPC members Earen Russell, Alan Ballou, Sondra Carson, Bud Frick,
Terence Hoagland, and John Albright.
