HomeMy WebLinkAbout2008 - Affordable Housing Board - Annual ReportAffordable Housing Board 2008 Annual Report The following lists the major items the Affordable Housing Board was involved with during 2008: 1. Land Bank Program Updates: The Board was updated throughout the year on the progress of the land bank program to acquire properties for the long-term development of affordable housing. The program has utilized all of its available funding. 2. Competitive Process for Allocating City Funds for Affordable Housing: Worked with the CDBG Commission in advising the City Council on the funding for affordable housing projects in the spring and fall cycles of the competitive process. 3. Property Maintenance Codes. The Board listened to several staff from the Building and Neighborhood Services Department explain the proposed new codes dealing with property maintenance, building safety, and the rental housing code. The Board discussed the propose codes at several meetings and made recommendations to the City Council. 4. Agreement for Affordable Housing. Staff presented an initial draft of an agreement to provide affordable housing units to be signed by developers who utilize some of the City's incentive programs, but none of the City's financial assistance programs. The project remains a work in progress. 5. Private Activity Bonds. The Board reviewed a request from the Economic Development staff to utilize PAB's for potential employment opportunities since there were no pending affordable housing projects contemplating the use of the PAB financing. 6. Competitive Process Point Chart. The Board selected two members to work with members of the CDBG Commission to evaluate and recommend changes to the criteria in the chart used to begin the ranking of affordable housing proposals received by the City requesting financial assistance. Boards/Commission Meals. The Board was asked to comment on utilization of City funds for snacks/meals for their meetings. The Board noted that only a minimum amount was spent for snacks at their meetings. 8. Colorado Housing Investment Fund Coalition. Coalition staff and advisory board members made a presentation regarding their multi -faceted program and how affordable housing units helped stabilize the people in the program. 9. Climate Task Force. Staff from the City's Natural Resources Department made a presentation and update of the work being done by the Climate task Force. 10. Mental Health and Substance Abuse Partnership. Staff from the Mental Health and Substance Abuse Partnership made a presentation on the community dual disorders team (CDDT) program. This was a success story of a City funded applicant. 11. Tour of Affordable Housing Projects. The Board toured several affordable housing projects located predominantly on the west side of the city. 12. 2009 Work Plan. The Board worked to complete a work plan for the year 2009.
