HomeMy WebLinkAboutLiquor Licensing Authority - Minutes - 05/21/2012LIQUOR LICENSING AUTHORITY MINUTES Regular Meeting - May 21, 2012 1:00 p.m Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authoritywas held on May21, 2012 in Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Bronwyn Scurlock, Assistant City Attomey Aimee Jensen, Deputy City Clerk Kyle Bendzsa, Liquor Enforcement Officer Mark Clitnovici, Liquor Enforcement Officer Registration of Brian Paul Kirkby as Manager of Applebee's Neighborhood Bar and Grill, 4306 South College Avenue, Approved Brian Paul Kirkby, manager applicant, brieflydescribed his background. In response to a question from the Authority, he described how often training is required of managers and employees. Mr. Kirkby stated he is on premise 55-60 hours per week He stated anyone who orders an alcoholic beverage is carded regardless of their age. Mr. Kirkby stated that any employee found in violation of the liquor code is immediately terminated. Judge Lane approved the registration of Brian Paul Kirkbyas manger of Applebee's Neighborhood Bar and Grill, 4306 South College Avenue. Hearing on a New Application from Black Bottle Brewery, LLC, for a brew pub license at Black Bottle Brewery, 1611 South College Avenue, Suite 1605/ 1609, Approved Adam Stapen, attorney representing the licensee stated he is ready to proceed and has several witnesses to testify in support of this application. Max Scott, representative for Oedipus, Inc., was swom. He detailed the petitioning process, stated this petition had a good result, showing support for this application in the designated neighborhood. John Webber, party -in -interest, was swom and stated he is a resident 525 East Plum Street. He stated there is a need for this brew pub license. Curtis Douglas, party -in -interest, was swom and stated he is a resident 413 Cornell Avenue. He stated there is a need for this brew pub license. May 21, 2012 Patrick McGaughran, parry -in -interest, was swom and stated he is at 824 Whedbee Street and is a business owner at El Monte, 1611 South College Avenue. He stated there is a need for this brew pub license. Sean Nook, representative for Black Bottle Brewery, LLC, was sworn. He briefly described his background and the concept he has for this premise. Mr. Nook stated he will open 11:00 a.m. to midnight, 7 days a week. He stated he is TIP's certified and that his manager is a TIP's trainer. Mr. Nook stated all employees will be required to be TIP's trained. He stated he is hoping to be open this fall. Mr. Nook stated anypatron ordering an alcoholic beverage will be carded. He stated the diagram may not be a true representation of what will be built and that if there are any changes he will promptly notify Deputy City Clerk Jensen. Mr. Nook stated any employee found in violation of the liquor code will be immediately terminated. Judge adopted Resolution 20120-06 approving an application from Black Bottle Brewery, LLC for a brew pub license at Black Bottle Brewery, 1611 South College Avenue, Suite 1605/ 1609. Hearing on a New Application from Bann Thai Restaurant, LLC, for a hotel -restaurant liquor license at Bann Thai Restaurant, 626 South College Avenue, Approved Suda Lapakulchai and Maythawee Lapakulchai, representatives for Bann Thai Restaurant, LLC, were swom. Ms. Suda Lapakulchai stated they both have had SafeSery training and are responsible for training their employees. She stated they currently have a beer and wine license and have received requests from their patrons to have a full complement of alcoholic beverages. Ms. Suda Lapakulchai stated theypremises will not change. She stated anypatron that orders alcohol will be carded. Ms. Suda Lapakulchai stated currently her alcohol sales are approximately 15% and expects sales to increase to 25% with this class of license. Ms. Suda Lapakulchai briefly described the petitioning process. She stated that she received several comments in support of this application. Judge Lane adopted Resolution approving an application from Bann Thai Restaurant, LLC, fora hotel - restaurant liquor license at Bann Thai Restaurant, 626 South College Avenue. Hearing on a New Application from Ft. Collins, Wild Wings, and Things, Inc., for a hotel -restaurant liquor license at Wild Wings & Things, 13.35 West Elizabeth Street, # 160, Approved Sean Chase, representative for Ft. Collins, Wild Wings and Things, Inc., was swom. He stated he has another location in Loveland and that he intends to be on premise daily. Mr. Chase stated he will have a current copy of the liquor code on premise and that any employee found in violation of the liquor code will be immediately terminated. In response to a question from the Authority, Mr. Chase stated he is aware of his proximity to CSU and that he will have no tolerance to serving underage or visibly intoxicated patrons. 2 May 21, 2012 Ellyn Just, representative for Aggie Agency, LLC, was swom. She briefly described the petitioning process stating that she offered dissenting parties -in -interest to sign the petition, however, theydeclined. Ms. Just stated she received many supportive comments for this application. Judge Lane adopted Resolution 2012-08 approving an application from Ft. Collins, Wild Wings and Things, Inc., for a hotel -restaurant liquor license at Wild Wings & Things,1335 West Elizabeth Street, # 160. Adioumment p.m. Municipal Judge
