College Ave. Fort Collins, Colorado October 4, 2007 Denise Rogers, Chair Ken Waido, Staff Liaison, 970-221-6753 City Council Liaison: Lisa Poppaw w4,44/r Board Members Present: Denise Rogers, Jon Fairchild, Dan Byers, Pete Tippett, Robert Sullivan, Marie Edwards, and Ben Blonder. Board Members Absent: Ashley Monahan Advance Planning Staff Present: Ken Waido Council Members Present: Lisa Poppaw Board Chair Denise Rogers called the meeting to order with a quorum present at 4:07 PM. Open Public Discussion None. Budgeting for Outcomes (BFO) Process Staff updated the Board on the City's 2008-2009 Budget process including the City Council's work session held on September 25. At the work session, Council members were identifying funding requests, currently not recommended for funding, to be placed in a "parking lot" for further discussion and possible funding. Council member Lisa Poppaw placed the Human Services Program and the Affordable Housing Fund enhancement offers into the parking lot. Discussion with City Council Member Lisa Poppaw Lisa Poppaw, the City Council's liaison to the Affordable Housing Board, attended the meeting for a very frank discussion on affordable housing issues and funding. Lisa stated her willingness to become the champion on the Council for affordable housing issues but requested a lot of support from the Board and other members of the public. The City's 2008-2009 Budget was discussed and how some funding requests could receive partial funding with a concentrated effort using "one-time" funding — "on -going" funding would be impossible to acquire. Jon Fairchild noted that there seems to be some momentum now and the Board needs to take advantage of that momentum. There was discussion as to how to incorporate the information from the draft memorandum prepared by Jon for the Board to send to the Council into a statement to be made at the October 16 Council meeting on the City Budget. Denise Rogers indicated that she would prepare a presentation and incorporate information from the memorandum. There was general consensus that the Board should request $150,000 for the AH Fund based on the data in the memorandum. Many Board members praised Jon for his work in drafting the memo. Lisa and the Board also discussed the City's Development Impact Fees and their impact on the development/cost of affordable housing. The suggestion was made that perhaps the City's budget contributions to affordable housing could be increased at a rate equivalent to any increases in City fees. The point was made, asking what kind of statement is the City making not to fund affordable housing. Approval of the Minutes of the September 6 2007 Meeting Dan Byers moved that the minutes of the July 12, 2007, meeting be approved. Robert Sullivan seconded the motion. The motion passed unanimously 7-0. 2007 Legislative Policy Agenda The Board briefly reviewed the "Affordable Housing" section of the City Council's Legislative Policy Agenda and asked the item be placed on the November meeting's agenda for further discussion. Development Impact Fee Offset for Affordable Housing Proiects This was discussed in greater detail earlier, but it was agreed that the draft memorandum to the City Council prepared by Jon Fairchild, Board Vice -Chair, would be part of the presentation at the October 16 Council meeting. Denise Rogers and Jon Fairchild will attend the meeting. Proposed Property Maintenance Codes There was some discussion on the presentations by Felix Lee, Neighborhood & Building Services Director, Beth Sowder, Neighborhood Administrator, and Mike Gebo, Building Codes Services Manager from the Neighborhoods & Building Services Department on the proposed ordinances to deal with Dangerous Buildings, Property Maintenance, and Rental Housing Standards. There was general agreement with the health and safety issues coverage of the Dangerous Building Code and the Rental Housing Code. There were more concerns and less support expressed about the Exterior Property Maintenance Code and Rental Housing Code that deal with aesthetics. Affects on affordability regarding the increased costs to do things, such as lawn watering, painting, etc., for single -parent households was used as an example. OTHER BUSINESS Liaison Reports None. Open Board Discussion Staff reported that a top candidate has been selected for the Affordable Housing Planner position. References are being checked. The meeting adjourned at 5:55 PM.
