Laporte Avenue, Fort Collins, Colorado. BOARD MEMBERS PRESENT: Elaine Boni Cristina Matsushima Kelly Evans Joann Ginal Maryanne Ingratta Maya Jairam James Ross Karen Wong -Brown EXCUSED ABSENCES: None STAFF MEMBERS PRESENT: Rebecca O'Donnell, Staff Liaison Angelina Sanchez -Sprague, Recorder 1. CALL TO ORDER The meeting was called to order at 5:32 p.m. PUBLIC INPUT. None 2. GUEST SPEAKER. Kelly Evans and Commission members considered the latest developments on both the Republican and Democratic presidential candidate fronts. 3. AGENDA REVIEW Chair Ingratta recommended an agenda change --move "Conference on Cults, Gangs & Hate Groups" from New Business to the Educational Outreach Committee Report portion of the agenda. APPROVAL OF MINUTES Cristina Matsushima made a motion tc Karen Wong -Brown seconded the motion. approve the January 10'h HRC minutes. The minutes were approved 8:0. BUDGET REPORT/APPROVED EXPENDITURES Becky reported the only expense taken from the $3,900 budget was the January meal expense. HRC February 14, 2008 — Page 2 4. COMMITTEE REPORTS • Executive/Maryanne. Maryanne reported that she and the Elaine attended the State of the City meeting on January 29'°. Maryanne opened the floor for nominations: Chair Joann Ginal made a motion to nominate Maryanne Ingratta as Chair. Cristina Matsushima seconded the motion. No other nominations were forthcoming. The motion was approved 8:0. Vice Chair Maryanne Ingratta made a motion to nominate Elaine Boni as Vice -Chair. Joann Ginal seconded the motion. No other nominations were forthcoming. The motion was approved 8:0. Chair of the Governmental Relations Committee Elaine Boni made a motion to nominate Kelly Evans as Chair of the Governmental Relations Committee. Cristina Matsushima seconded the motion. No other nominations were forthcoming. The motion was approved 8:0. Chair of the Education/Community Outreach Committee Maryanne Ingratta made a motion to nominate Joann Ginal as Chair of the Education/Community Outreach Committee. Maya Jairam seconded the motion. No other nominations were forthcoming. The motion was approved 8:0. Chair of the Public Relations/Community Recognition Committee Cristina Matsushima made a motion to nominate James Ross as Chair of the Public Relations/Community Recognition Committee. Kelly Evans seconded the motion. The motion was defeated 6:2 with James Ross & Cristina Matsushima dissenting. James Ross made a motion to nominate Cristina Matsushima as Chair of the Public Relations/Community Recognition Committee. Elaine Boni seconded the motion. The motion was defeated 6:2 with James Ross & Cristina Matsushima dissenting. Elaine Boni made a motion to nominate Cristina Matsushima and James Ross as Co -Chair of the Public Relations/Community Recognition Committee. Maya Jairam seconded the motion. The motion was approved 8:0. Maryanne asked the new chairs, working with committee members, to select a standing meeting date. o Joann (as agreed by committee) asked that 2"d Tuesdays, 6 p.m., Mugs (on College Avenue) be set as the standing meeting time for the Education/Community Outreach Committee o Cristina(as agreed by committee) asked that 3rd Thursdays, 5:30 p.m., Mugs (on College Avenue) be set as the standing meeting time for the Public Relations/Community Recognition Committee. Public Relations/Community Outreach—Cristina Matsushima & James Ross Co -Chairs; Maya Jairam member. • Government Relations Kelly. Elaine reported she attended the Larimer County Office on Aging meeting on February 14`h and the Citizen Review Board meeting on February 131h. There will be a change in the chain of command for the Professional Standards (internal affairs) Department in Police Services. Lt. Craig Dodd will be taking over from Lt. Jim Broderick in an April time frame. Elaine asked for volunteers to attend or view upcoming City Council meetings. Maryanne will cover the February 191h meeting. Elaine will cover the March 4th meeting. Education/Community Outreach/Joann. Maryanne reported that NIOTA will be having a Potluck Birthday Celebration and will celebrate Black History Month on Tuesday, February 19'h at 6 pm, Community of Christ Church, 220 E. Oak. The Cults, Gangs and Hate Groups Conference is scheduled for Saturday, April 12, 2008, 8 am to 5:30 p.m. Karen, Joann & Kelly are interested in attending. The cost is $50 and $25 for students. Maya made a motion to approve appropriations of $125 ($50 each for Karen & • Joann and $25 for Kelly (a student.) James seconded the motion. The motion was approved 8:0. Kelly completed the application and provided it to Becky for registration submittal prior to the March 20`h conference registration deadline. Karen reported she spoke with Martin Carcasson regarding the HRC's continued interest in the Deliberative Dialogue effort. James mentioned he's scheduled to meet with Martin the week of February le to continue a discussion of possible collaboration. Maryanne asked James to bring his findings to the Education/Community Outreach Committee so the committee can best decide how to fashion that collaboration in both a short and long term way. • Public Relations & Community Recognition/Cristina Cristina reported that progress continues on the tasks related to the final stages of planning the Human Relations Award Breakfast (including working with getting the website up-to-date with 2007 award information/video.) In fact, she distributed a list of tasks that still need to be done for Commission members to volunteer as needed. There was discussion about how to best get nominations. James suggested each person select a category and focus on making personal contacts and facilitating the nomination process. Maryanne suggested that everyone plan on getting a number of nominations over the next month. The Committee will check in at the March 13'h meeting to determine where nominations are at that point and whether additional efforts are needed before nominations are closed and the award winners selected. Maryanne will create and distribute a half sheet with pertinent information. Members were encouraged to distribute the half sheet and nomination forms at every occasion in which they participate over the next month. HRC February 14, 2008 — Page 4 Maya reported that she's working to make contact with Pat Stryker relative to being the keynote speaker. 5. OLD BUSINESS Recruitina New Members. Maryanne encouraged members to continue to consider individuals who can make application for the current HRC vacancy. Becky will check with the City Clerk's office regarding applications that are received outside the recruitment period, and how interviews are then scheduled with Council members. • Freedom to Marrv. Maryanne shared information she'd received from Cheryl Distaso regarding the February 23, 2008 Freedom to Marry event. The event is a celebration of all committed couples, regardless of sexual orientation or gender identity. The event will start with a rally in Old Town and move to Avogadro's. Some of the Commission members are planning to attend. 6. NEW BUSINESS Boards and Commissions Orientation Training. All B&C members received an email about an upcoming Orientation/Training class scheduled for Wednesday, February 27 (1:00-4:00 p.m.) in the CIC. The content of the classes is geared to new boardmembers, however, all boardmembers are welcome to attend. Discussion occurred about the training and concerns were raised that the training occurs during the day when most B&C members are at their regular jobs. Maryanne agreed to contact the City Clerk's office to request that a training class be scheduled in the evening. Human Rights Office. Maryanne reported she'd spoken to a reporter from the Rocky Mountain Chronicle who was interested in writing an article on the loss of the Human Rights Office. He was also referred to Assistant City Manager Wendy Williams. Maryanne asked James, in his role of Co -Chair for the Public Relations/Community Recognition Committee, if he wanted to be the central contact for press inquiries. He was amendable so long as he could make inquiries of others on the Commission on topics for which he did not have the requested information. Maryanne shared information about the March 1 Disability Forum to be held at the Ben DelaTour Room at the Public Library. It will be a forum for and by the Disabled Community on Reducing Barriers and Changing Attitudes. Look for more information later. 7. UPCOMING EVENTS 2008 n February 2, Sunday February 5, Tuesdal.
