Meet with regional water boards and related City boards to discuss issues of common interest, i.e. annual inter -city meetings. 3. Evaluate the committee structure for improved effectiveness. 4. Develop a calendar based planning agenda consistent with City Council's agenda. 5. Review Council's Work Plan for water related items that should be considered. 6. Review and consider, as needed, such items as may come before the Board. 7. Work with Utilities staff to identify and review specific topics/agenda. 8. Monitor Halligan Reservoir Project. 9. AWWARF Report - Review and discuss Strategic Issues. 10. Stormwater Program Review. Conservation and Public Education Committee: 1. Monitor public outreach and education projects. a. Review education activities. b. Review public outreach regarding water quality, i.e. Watershed Forums. c. Promote awareness of stormwater quality, i.e. constructed wetlands and other Best Management Practices (ongoing). d. Review public outreach on wetlands and the West Nile Virus (as needed). e. Review concept of wetland banking with staff. Emergency Preparedness a. Review flood hazard awareness outreach program (July). b. Review outreach for potential emergency situations, i.e. spill/explosion at water/wastewater plants (as needed). c. Review drought contingency options (as needed). 3. Monitor water conservation efforts. a. Review/monitor annual water usage relative to effects of conservation (March 2009 for 2008 usage). 4. Review the City's Water Conservation Annual Report. Engineering Committee: 1. Review water related projects scheduled for design and/or construction for the next year and in planning for the next 2-5 years. Provide input as needed on Capital Projects. a. Quarterly detailed updates on the Mulberry plant project (commencing April 2009 (January, April, July and October; to entire Board same months). 2. Review water utility construction standards and specifications. 3. Review Water Treatment, Stormwater, and Wastewater Treatment Master Plans on a regular basis. Review design criteria, e.g. stormwater (as needed). a. Water Quality/community based issues. b. Chronic Wasting Disease (November). c. Emerging Contaminants (i.e. pharmaceuticals, mercury). 1 d. Land Use Guidelines to assure a buffer around facilities, i.e. water plant. e. Fluoridation, i.e. seasonal dosing or year round reduction (not elimination). 4. Review compliance with NPDES Phase II Stormwater Regulations. 5. Review CSU Inter -Governmental Agreement. 6. Review FCU water -related assets and asset management strategy. Legislative, Financial and Liaison Committee: 1. Legislative Issues a. Review status of Clean Water Restoration Act. b. Stay abreast of other state and federal legislative actions, as relevant to the City of Fort Collins water -related interests. c. Review City water policy directive. 2. Financial Issues a. Review proposed 2010-2011 Utility budgets (August; to entire Board September). b. Examine the Utilities debt service and reserve policies. c. Cost of Service Study. Liaison Issues a. Monitor Big Thompson Watershed Forum (as possible). b. Review upper and lower Watershed Forum (ongoing). c. Consider how to improve communications with City Council (as possible). d. Monitor Windy Gap (as needed). 4. Other Policy Issues a. Review regional 208 plans, i.e. sewer service extension policy, possible treatment of Boxelder Sanitation District. b. Boxelder Regional Area Authority review (as needed). Water Supply Committee 1. Review water rental rates. 2. Review opportunities to acquire or develop operational storage via gravel pits. 3. Monitor protection of basin water supplies with special emphasis on water quality. 4. Monitor progress of the Northern Colorado Water Conservancy District's Northern Integrated Supply Project (NISP) and any related potential impacts on the City's water supply system. 5. Make recommendation to Council regarding restrictions during a drought (as needed). 6. Internal study as to basis for 50 year drought planning versus other return intervals and effects on required long term water supply planning (as needed). Instream Flow Committee: 1. Review and evaluate concepts and strategies that could improve flow conditions in the Poudre River through Fort Collins.
