SUBJECT: Planning and Zoning Board Work Program- 2009
The Planning and Zoning Board saw a reduced number of development
applications and policy plans to review this past year. During 2008, however,
several significant annexation applications, rezoning applications and larger
development plans were evaluated. The trend toward more infill and
redevelopment also continued, along with the unique issues that often arise with
these projects.
Due to the economic downturn, the decline in development proposals and project
reviews is anticipated to continue into 2009.
In addition to evaluating development proposals, the Board will address
important land use policy and process issues during 2009, including:
Land Use Code Amendments — Amendments to the Land Use Code (LUC) have
been reduced from the previous biannual cycle to an annual process. With over
600 code amendments since the LUC's adoption eleven years ago, the most
significant changes have been made and the emphasis is on fine-tuning to reflect
the community's more limited land supply. In 2009, efforts will be made to
address the challenges of design and use compatibility within established areas
and continue to put greater emphasis on green building practices.
South College Corridor Plan — 2009 will include the completion of primary public
outreach, policy analysis, and plan preparation for the South College Corridor
Plan that was kicked off in late 2007. This area encompasses land fronting
South College Avenue, from south of Harmony Road to Carpenter Road, and
includes all properties within the Southwest Enclave Phase I Annexation area.
The Plan will address redevelopment issues including, but not limited to, land
use, infrastructure, design, financing and implementation.
Mountain Vista Subarea Plan Update - New information has prompted the need
to update the Plan. Significant progress in updating the plan was made in 2008,
and it is expected that a draft plan will be brought forward in 2009, tentatively
scheduled for adoption in February/March. The update will include amendments
to the City Structure Plan, Master Street Plan and Parks and Recreation Plan.
City Plan Update — The five-year update of City Plan is scheduled to begin the
latter part of 2009 and continue through Winter, 2011. The year 2009 will include
hiring consultants, defining the project scope, defining the citizen participation
process, initial data collection, and preparing additional budget requests as part
of the 2010/2011 Budgeting For Outcomes (BFO) process.
Harmony Corridor Plan Gateway District and Use Amendments — Change in
conditions along the Harmony Corridor since the 1991 Plan's adoption have
spurred the need to reexamine land use standards and better define the vision
for a Gateway District near Harmony Road and 1-25. Although there are unique
circumstances surrounding the 1-25 & Harmony Road interchange that involve
multiple municipalities, this effort could continue into 2009.
