Agenda Review & Items of Note:
Mike Chalona will not be at the July 23 meeting. Greg Miller will chair the meeting. Jessica McMillan
will be backup to Greg.
Citizen Participation:
Citizen, Brian Carroll, attended meeting because he was interested in seeing our the Park & Recreation
Board operated.

Updates:
NISP: Fred would like to read the tech report. William thought the NISP meeting was about a 50/50 regarding
the negative impact this project would have on the Poudre River. He still feels that the Core of Engineers will
go through with the project, and the City needs to mitigate. He hasn't heard or read anything that would
indicate an extension from the Core of Engineers.
There are concerns about the NISP impact to the water treatment plants. The waste water must meet standards
before it leaves the plant, but with low flow it may not further dilute the water leaving the plant which could
result in standard violations. There has been zero dialog in the EIS regarding the treatment plants, operations
and potential impacts.
As is typical with many statements in the EIS there is a statement regarding the water diversion, but they don't
talk about the how. We need to make them accountable for the detail. They also have a statement regarding
the impact to recreation on the River, but not the impact to the trail users, so we'll be challenging this statement
as well.
The context of the impact is local, but could be regional if it negatively impacts the future marketability of the
River through Fort Collins.

The video of the Council work session will help the Board to understand more about the issues with the EIS. It
can be found at http://atlas.fcgov.com/06 10 08worksession/msh.htm. We concentrated on how it will impact
Parks and Recreation. Craig will send an outline to P&R Board members to compile their thoughts for a
recommendation to Council. They will submit their outlines to Carol who will put them in a format for the
Board Meeting in July. At the July 23 Board Meeting the recommendation will be finalized for Council.
The graphic shows the possibilities of how Glade
Reservoir will work. The EIS vaguely states that it
M%P11rd may run a pipeline to connect to Horsetooth
P�rdMloOMOle Reservoir. However, the quality of water in Glade is
00 not as good as the water in Horsetooth. The EIS is
not clear on all the future implications a pipeline
could have on the water quality in Horsetooth or how
,� it is going to operate. Glade will just be a holding area
for the water, so a pipeline will have to be done to
Horsetooth in order to distribute the water. Another
option they may choose is to do an exchange of water
rights with Carter Lake.

The EIS feels that the $17 million in recreational
benefits at Glade would offset any impacts to Fort
Collins. However, comments in the paper would
indicate that people don't realize there will be no
motorized boating in the reservoir or any pubic
access.
Since Glade is more than likely going to happen, the City needs to address the issues with the EIS so that Fort
Collins gets the most out of it and have the ability to mitigate any future impacts. Hopefully, the Core of
Engineers will say to the District that they must provide Fort Collins with facts and details on how they will
operate Glade Reservoir. The EIS has not paid enough attention to the dry cycles which could also be very
impactful if these concerns are not addressed. The following link will take you to various reports about NISP.

Even if there is no extension granted, with the issues and concerns the City provides to the Core of Engineers,
they may have to send back a supplemented draft addressing those issues before a final report is done.
Project Updates
Provincetown — We have gone through conceptual review, pre -design and the Benson dam work is ready to go
to bid.
Old Fort Collins Heritage Park — Park land improvements connected to Northside Aztlan Center. We've added
a playground, and there is work being done on the handball court and skate park.

Larimer County Youth Cron — We've worked with this group for 14 years. They have helped us at the Spring
Canyon Park by putting in steps at the Giant where a path as been worn. They have also helped us with the
skate park at the Old Fort Collins Heritage Park.
From J.R. Schnelzer — There were issues with the water feature at the Sprin§ Canyon Park which should be
finally resolved and it should be re -opened the weekend of June 28. The 4` of July celebration at City Park
will be similar to years past, but this year we did have a sponsorship which provided the funding for the
fireworks ($25,000). The Gardens on Spring Creek have completed their plantings and it is really looking
spectacular. There will be a Bike-n-Jazz program on Saturday, June 28 at the Gardens. Golf will be
transitioning with Jerry Brown leaving in February. City Park South ballfield has been well received. Since
CSU sponsored the reconstruction, there will be an event planned when they take to the field this fall. Broken
windshields from foul balls is at owner expense. We're still working on a solution regarding the chairs in Oak
Street Plaza.
From Jean HelburQ — There were two major fund raisers for Recreation in June. The Father's Day 5K which
raised money, approximately $5,000, for programs at Northside Aztlan Center; and the 19`h Annual Just For
Ladies Golf Tournament which raised money, approximately $7,000, for adaptive recreation.
Thursday Nights music and more will be starting on July 17`h
Other Business
Mary Carlson is wondering why the City is not allowing grazing rights at Soapstone. Since this is
Natural Areas land, she will contact John Stokes for further information.
Michael Chalona will set up a tour with Natural Areas to tour Soapstone if the Board is interested.
