1. FCU Energy Policy
a. Work with FCU staff to develop a strategic implementation plan to achieve the
goals described within the policy.
i. The strategic plan should address financial impacts.
ii. The strategic plan should address incentives to encourage local renewable
resources and carbon reduction technologies.
b. Annual review and update to City Council to include:
i. System reliability, including but not limited to:
1. Substation improvements
2. Workforce development and training programs
3. Load Management Programs
4. Reliability and Asset Management Programs
5. System Status Report
ii. Progress towards meeting the community's carbon reduction goals.
iii. Financial requirements and impacts as a result of the policy and how funds
are being spent.
iv. The enhancement of the community economic vitality.
v. The collaborative relationship with PRPA.
vi. Review the policy implementation schedule and set attainable goals.
vii. Review potential reactions and difficulties of reaching the policy goals.
viii. Benchmark with other communities (per capita)
c. Review partnership opportunities with Colorado State University.
d. Review the future market of renewable energy resources and other carbon
reduction technologies.
2. Conservation and Public Education
a. Review the public education programs related to the Energy Policy and the
Utilities for the 21" Century project.
b. Review what information is available and post progress of the Energy Policy
initiatives on the Utility website, which could include dashboard measurements.
c. Review the Key Accounts Business Plan
d. Periodically review the Utilities' outreach plans including:
i. Annual report on public outreach
ii. Communications program to build on current service satisfaction
iii. Energy conservation and renewable programs
iv. Future satisfaction surveys
v. Future marketing plans
e. Monitor the City's Climate Action Program
f. Monitor PRPA's plans for carbon reduction and management
g. Review partnerships with other entities such as Colorado State University, the
Discovery Center, FortZed, Northern Colorado Clean Energy Cluster, and Poudre
School District, etc.
h. Discuss opportunities to link energy and water conservation.
3. Legislative and Finance
a. Review 2009-10 Budget
b. Review the current rate structure and consider options; such as tiered, lifeline,
time of use, etc. to help promote conservation
c. Monitor initiatives from the Governor's Energy Office (GEO) and other grant
opportunities.
d. Monitor Colorado and Federal energy related legislative updates.
e. Monitor activities of the Western Governors' Association relating to electrical
energy and conservation.
4. Liaison
a. Invite Platte River Power Authority to provide an annual update.
b. Invite the directors of the other PRPA partners (Loveland, Longmont and Estes
Park) for an update on their electric and energy related activities.
5. Update on issues such as:
a. Electric Utilities Employee Safety Manual
b. AMI — Automatic Meter Infrastructure
c. Privacy and Identity Theft Protection Plan
d. Utility Security Updates
