HomeMy WebLinkAboutCitizen Review Board - Minutes - 04/08/2009CITIZEN REVIEW BOARD MEETING CIC Room April 8, 2009 Present: Dennis Baker, Anne Berry, Harry Edwards, Arlene Archer, Jim O'Neill, Robin Penny, and Glenn Strunk Staff: Sgt. Greg Yeager, Assistant City Attorney Greg Tempel and Angelina Sanchez - Sprague, Recorder Chair Glenn Strunk called the meeting to order at 5:30 p.m. and noted Lt. Dodd's absence due to illness. Minutes: Harry Edwards made a motion to approve the March 11, 2009 minutes as amended. Dennis Baker seconded the motion. The motion passed 7:0 Voice Mail Reports: CRIB Voice Mail Message Report: Glenn Strunk reported there were no messages when he checked the voice mailbox at 5:23 p.m. on April 8, 2009. Bias Police Voice Mail Report: Sgt Yeager reported there were no messages when staff checked the voice mailbox on at 4:45 p.m. on April 8, 2009. Public Input: Elaine Boni, Human Relations Commission Liaison, noted the Main Library had long been one of the locations at which citizens could pick up complaint forms. For a time they stocked the actual forms but after a while they put up a sign saying the forms were available online and, if needed, library personnel would assist in accessing them. The sign has since been taken down. She asked if someone would please check into making the forms available or putting the sign back up there. Sgt. Yeager said he would. New Business: See Pending Cases section for information on selection of subcommittee members for Case 1_112009-002 review. Old Business: CRB video production status—Lt. Dodd reported via email that the only video shoot not completed is that with Councilman Roy. Cable 14 Mark Grant hopes to complete it in the next few weeks. Mark is targeting a video preview at the May 13`h meeting. 1 L) ORIGINAL BrewFest Patrol—Sgt. Yeager'reported arrangements have been made for CRB members to accompany officers patrolling BrewFest on June 27 and 28, 2009. Shifts both days run from 11 a.m. to 6 p.m. He suggested reporting at least 1 hour after the shift has started to allow the supervisor time to coordinate logistics. Glenn recommended a 2-6 p.m. shift as a time when you'd get a good representation of crowd interactions and what an officer might experience. He said it didn't matter to him which day he was assigned —keeping the other day open for some limited to one. Members who had not already registered their interest could still do so by notifying Lt. Dodd via email by April 17. Anne Berry, Robin Penny and Glenn Strunk have indicated their interest. Training—Sgt. Yeager said he'd made arrangements for the following training: . • Defensive Tactics training after the regular meeting tonight • Firearms training after the regular meeting May 13 (unless usurped by the scheduling of a Case L112009-001 subcommittee meeting). The class format would be show -tell — Arlene & Robin said they are okay with that format. Jim said he could go either way (with show and tell or an alternate hands�on class option.) Pending Cases: Case L112009-001 Sgt. Yeager provided a status report on the availability of Case L112009-001 materials. The information is slow in coming based on a pace set by the two complainants. He's just completed the two interviews (one male and one female). It's very likely he'll need a 30-day extension (allowed automatically) to complete the case files and to allow time for review by the chain of command. The subcommittee agreed they'd set a meeting date which allows subcommittee members time to review. They are open to setting a date other than the regular CRB meeting night and are aware of the public/complainant notification requirements and that there is a 90% probability that one of the complainants (male) will be in attendance. . Case L112009-002 A drawing for the subcommittee for Case L112009-002 was made by Elaine Boni. The results are as follows: James O'Neill, Chair Robin Penny, Vice -Chair Dennis Baker Glenn Strunk, Alternate Harry Edwards Arlene Archer Anne Berry Adjournment: Harry Edwards moved to adjourn the meeting. Anne Berry seconded the motion.
