Magnolia Street, Fort Collins, CO 80521 Cultural Resources Board Lincoln Center 417 West Magnolia Fort Collins, CO 80521-2646 970.221.6735 11 Council Liaison: David Roy Staff Liaison: Jill Stilwell 11 IIChairperson: Patrick Moran Phone: 207-9888 (h) II Vice -Chair: Sue Beck-Ferkiss A regular meeting of the Cultural Resources Board was held on Wednesday, January 28, 2009 at 5:00 p.m. The following members were present: Board Members present: Diane Gaede, Carol Ann Hixon, Anne Macdonald Sue Beck-Ferkiss, John Hayes, Janet Gilligan Board Members absent: Patrick Moran Staff Members present: Jill Stilwell, Gail Budner Guests Present: None 1. Call to Order - (5:10 p.m.) Ms. Beck-Ferkiss II. Consideration of agenda: An item was added to approve the Cultural Resources Board's 2008 Annual Report III. Consideration and approval of minutes of December 18, 2008: Ms. Hixon made a motion to accept the minutes as amended. Dr. Gaede seconded the motion. Passed unanimously. IV. Public Input —None V. Fort Fund Tiers 2 & 3 — Discussion and Funding Recommendations: Before funding recommendations began, the board addressed the following items: The Board requested a copy of the Board of Directors list submitted by each organization, along with their application, to be included in future notebooks. Because Ms. Macdonald wrote the grants for Fort Collins Regional Library District, she recused herself from scoring their applications. The Board discussed other instances that may cause the members to recuse themselves from scoring an organization's funding request Special Community Orchestra did not request the minimum amount necessary for funding so was therefore deemed ineligible. Realities Focus, Inc. was also deemed ineligible due the organization's event being exclusively service oriented, which does not meet the objective of Fort Fund. Dr. Gaede made a motion to accept these funding revisions. Ms. Hixon seconded the motion. Passed unanimously. The Board then reviewed 31 Tier 2 & 3 grant applications and developed their recommendations. Ms. Gilligan made a motion to submit these recommendations for Fort Fund disbursements to City Council as outlined in the attached spreadsheet. Ms. Macdonald seconded the motion. Passed unanimously. VI. Fort Fund Tier 4 — Discussion and Funding Recommendations: The Board reviewed 2 Tier 4 grant applications and developed their recommendations. Ms. Hixon made a motion to submit these recommendations for Fort Fund disbursements to City Council as outlined in the attached spreadsheet. Dr. Gaede seconded the motion. Passed with Ms. Beck-Ferkiss opposing. Because the Downtown Business Association was granted funds under Tier 4, their request for funding under Tier 2 for the same event was disqualified. VII. APP Memo: The Board discussed supporting the Art In Public Places (APP) Board during the upcoming review at the City Council Work Session on February 281h, 2009. The Board agreed to authorize Ms. Hixon, who serves as the CRB liaison to APP, to write a memo to Council describing the Board's support of the APP program. Dr. Gaede made a motion to accept the authorization. Mr. Hayes seconded the motion. Passed unanimously. VIII. Approval of Annual Report for 2008: Ms. Macdonald made a motion to accept the report as amended. Dr. Gaede seconded the motion. Passed unanimously. 1X. Other Business - None IX.
