CULTURAL RESOURCES BOARD MINUTES
of F rt Collins Regular Meeting — Thursday, May 29, 2008

A regular meeting of the Cultural Resources Board was held on Thursday, May 29 at 12:00
p.m.
The following members were present:
Board Members present: Diane Gaede, Patrick Moran, Carol Ann Hixon,
Sue Beck-Ferkiss, Susan Marshall, Ann Wilmsen
Board Members absent: Jack Steele
Staff Members present: Brent Carmack and Lesley Drayton
Guests Present: Jim Clark
I. Call to order at 12:10 by Mr. Moran
II. Consideration of today's agenda
Agenda was accepted.
III. Approval of minutes from April 23, 2008
Ms. Marshall made a motion to accept the minutes as amended.
Ms. Gaede seconded the motion.
Passed unanimously.
IV. Public Input
Eric Sutherland expressed concern with the city's funding of the Sustainable
Living Fair. He focused on two main messages at the Fair that he believes the city
should not promote:
1. Biofuels as a sustainable choice for the future
2. Renewable energy credits as an offset for carbon emissions
Mr. Sutherland said he has written to Fair organizers with his concerns from last
year's Fair, and plans to present his ideas to City Council.
Ms. Hixon suggested that Mr. Sutherland write a letter to Jill Stilwell expressing
his views.
IX. SCFD Presentation
Annette Geiselman and Tamara Tores gave a presentation on the proposed
Scientific and Cultural Facilities District (SCFD) for Fort Collins and Loveland.
A printed PowerPoint slide presentation and brochure supplemented the SCFD
concept that Ms. Geiselman presented. Highlights from the presentation:
1. Revenue generated from a 0.1% retail sales tax will support recipient
cultural and scientific organizations. The funding can offset approximately 25%
of an organization's operating costs.
2. Funding for eligible institutions is based on paid participation and
revenue, so the SCFD rewards excellence.
3. She also directed board members to www.SCFDNorth.org to learn
more about the SCFD.

During the presentation, numerous CRB members gave suggestions to Ms.
Geiselman and also had questions regarding funding, eligibility, staffing, and
planning details associated with the proposed SCFD. Ms. Geiselman said the
SCFD committee will try to get the issue on the ballot this year or at next year's
election.
X. Potential Impacts of an SCFD on Fort Fund
Mr. Moran started a discussion on how the potential passing of the SCFD would
affect the CRB and Fort Fund. Discussion ranged from concerns about
consolidation of a Fort Collins arts council to potential public confusion. It was
decided that the CRB would continue business as usual but prepare for questions
about the SCFD topic soon, and ask legal to go review this topic and potential
questions/answers.
XI. Business and the Arts Workshop (Anne Wilmsen, Diane Gaede)
Ms. Wilmsen and Ms. Gaede recapped an idea to host a Business and the Arts
workshop to boost involvement and engagement by the downtown business
community in the arts community of Fort Collins. Due to a number of concerns
about this approach, the CRB agreed to postpone this workshop and pursue a
different avenue for this message. Ms. Hixon suggested going to the Fort Collins
Chamber of Commerce to find out what they need from the CRB to better assess
what role the CRB can play in fostering support from the business community for
the arts.
XII. Liaison Reports
ConventionNisitors Bureau — There are many summer events coming to
Fort Collins, hotel business is generally down, and there are many
uncertainties about a Peace Corps reunion event that is supposed to come
to town this summer.
Art in Public Places — Historic figure Montezuma Fuller received the
Urban Art award. Copies of the minutes from this are available.
DDA "Beet Street" — All DDAs statewide have been reinstated. The
planners for the performing arts amphitheater planned by Beet Street will
be having a charrette on June 4.
DBA — The Fort Collins Museum Indian Market held downtown in May
was very successful. There are several events happening downtown this
summer, including Greek, Irish, and Jazz festivals.
Arts Alive — A Jazz festival will be happening this summer, and the
Garden Party is planned for August 10. Ms. Hixon said she would forward
on to the CRB a report of what Arts Alive does in the community to
clarify their mission.
