HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 11/04/1987LANDMARK PRESERVATION COMMISSION Meeting and Minutes of November 4, 1987 The meeting began at approximately 5:45 P.M., at 200 West Mountain Avenue. Members in attendance were Wayne Sundberg, Sally Ketcham, Dick Beardmore, Mike Ehler, Bud Frick, Andy Mutz and Carol Tanner. Staff was represented by Kari VanMeter and Judy Reed. Ms. VanMeter suggested the minutes be reviewed at the December, 1987 meet- ing. PIED PIPER PIZZA - #7 Old Town Square, Suite 115: Reviewed by Carol Tanner and Mike Ehler. ISSUES/COMMENTS: Mr. F,hler brought up the point of the sign band being off -center because of the extruded brick frame. COOPER & COOPER GOLDSMITHS - # 23 Old Town Square: Reviewed by Bud Frick and Wayne Sundberg. ISSUES/COMMENTS: Mr. Frick noted that the dimensions and drawings have been submitted, but they do not appear to be to scale. The band on the left-hand logo goes beyond the words "Cooper & Cooper. AVERY HOUSE - 328 W. Mountain Avenue: Reviewed by Sally Ketcham and Dick Beardmore. ISSUES/COMMENTS: Ms. Ketcham would like to address the following issues: How are the nails and the shingles to be removed and replaced, what kind of mortar will be used for repointing, method of flashing installation, infor- mation on the reglet, the vent pipe being moved to allow for the minimum of 4" required for the flashing installation. OLD BLAIN HOTEL - 242 Pine Street: Reviewed by Andy Mutz and Wayne Sand- berg. Mr. Sundberg stated that he would like to see the brick restored as close to its original state as possible, however, the Secretary of the Interior Guidelines specifically state that if removing paint will damage the bricks in any way, then the applicant should repaint. Also of concern, is the lifespan of the sealant being only 5-8 years; a new owner will not be obligated to re -seal. Effects of sandblasting the mortar are also in question. 0 • CURRENT ITEMS PIED PIPER PIZZA: Mr. Jeff Newton, applicant was present. He explained that the sign band was preferable over a window sign, and that the colors represented in the samples were the artist suggestions, Mr. Newton added that he would use the colors preferred by the Commission. Mr. Ehler asked the applicant how the sign would be attached to the build- ing. Mr. Newton stated the sign will be bolted into the mortar, not into the brick. Ms. Tanner wanted to clarify the point of the window sign that had cane before the Commission previously, had not been turned down because of its location, but because of its design. Mr. Newton stated the sign would be placed beginning at the West half of the building, ending at the frame of the third horizontal window. Mr. Ehler moved to approve the application as submitted with the alternate color scheme of maroon letters, with black outlining, medium gray shadow- ing, and an ivory background. Ms. Tunner seconded the motion. Motion passed 6-1, with Mr. Beardmore voting no. COOPER & COOPER GOLDSMITHS: Mike Wittmer from Signs & Designs was present, representing applicant. He stated that the scale of this proposal detailing the signage is not exact, but the dimensions of the lettering are correct. Mr. Frick stated the Commission had asked for an exact, two-dimensional scale drawing, and this drawing is closer, but it is not exact. Mr. Beardmore moved to approve proposal as submitted. Mr. Frick seconded the motion. Motion passed 7-0. AVERY HOUSF,: Mr. Beardmore abstained from this issue because Architectural Resource Group is a current client, and he is also on the Poudre Landmarks Founda- tion Board. Mr. Steve White, Project Manager for City of Ft. Collins, addressed the Commission. Architectural Resource Group has submitted the application for routine maintenance to chimneys and roof. The work proposed includes, saw- ing a reglet, or notch into the brick of the chimney, installing the gal- vanized flashing material into the groove, and under the shingles, applying a caulking bead to seal. Step flashing was considered, but the roof pitch is so steep, the flashing would be very noticeable from the street. Mr. Larry Trampe, with Architectural Resource Group arrived. He added that galvanized flashing is now on the cap of the roof. Mr. John Renhowe with Architectural Resource Group arrived. He stated that upon inspection, he found remnants to indicate there had been flashing on the North side of the North chimney. Ms. Tunner asked the applicant who will be doing the work. Mr. Renhowe stated the contract will be given to Douglas Roofing, who is under City Contract, but they will be sub -contracting the flashing. Ms. Ketcham stressed the point of the requirements in the 'Old House Jour- nal", that the flashing must extend at least 4" under the shingles. Mr. Sundberg stated the Commission strives for authenticity, however, they have no evidence of what technique was previously used at the Avery House. In this case, the Commission needs to consider what is the best and most practical method to protect the interior from water damage. There is no evidence that step -flashing was used in the Avery House, although that was the prevalent technique of that time. Ms. Ketcham suggested that where the metal flashing will be installed into the reglet, using mortar would be more acceptable than silicone. Mr. Trampe stated mortar would not be as effective for water -proofing pur- poses. Ms. Tunner stated she is in favor of using the step -flashing method, as outlined in the 'Old House Journal". Mr. Sandberg stated that because of the steep pitch of the roof, using the step -flashing method which follows the mortar joints, will create dispar- ate, large, and/or many small steps. Ms. Ketcham noted that following the mortar will not permanently damage or change the chimney, but cutting a reglet into the brick will be permanent. Ms. Ketcham brought up the issue of the vent pipe. How can it be moved with the least amount of damage to the roof and/or ceilings, is a new hole in the roof acceptable. Ms. VanMeter pointed out to the Commission that specifications regarding moving the pipe were not included in this application, if the applicant can provide enough specifics at this meeting, it can be considered with the application. If the Commission is not comfortable with the lack informa- tion, then it can request a separate application. Ms. Ketcham asked the applicant what distance the pipe would be moved. Mr. Trampe answered it must be moved past the 4" the flashing would require. Mr. Sundberg asked the applicant if the vent pipe could be reduced in size to be less noticeable. Mr. Trampe stated it could be reduced. Mr. Frick stated he prefers the authenticity of the step -flashing method, however, with the steep pitch of the roof, it may not be as effective' as the reglet method. Mr. Frick moved that the flashing on the three chimneys on the Avery House follow the slope of the roof with a cap flashing with silicone sealant, anchored into the mortar joints, will cover the base flashing, no bricks to be cut, shingles to be replaced, and moving the pipe that is next to the chimney, 6-8", or as far as possible away from the chimney, the height of the pipe being reduced to its minimum acceptable standards. Mr. Ehler seconded the motion. Mr. Trampe pointed out there might be a problem with the type of anchor fastener being placed into the mortar, causing crumbling of the mortar. Mr. Frick made an amendment to the motion to use an epoxy to attach the flashing, instead of expansion anchoring. Mr. Ehler seconded the amendment. Motion passed 6-0. Ms. Ketcham asked the applicant when the work will be performed. Mr. White stated the work should begin within two weeks. OLD BLAIN HOTEL: Chris Grebenc addressed the Commission. Also present were Jim Bennett, and Marilyn Roberts. Mr. Grebenc stated they have applied for approval to remove the paint from the brick. The applicant has tried to remove the paint with a mild chemi- cal stripper, and they have unsuccessfully tried to locate any contractors who can perform this work. The applicant does not want to repaint the brick. Applicant is seeking approval to use a low-pressure, under 200 lb., silica wash, with an application of OKON sealant. This sealant is warranted to protect, yet provide a breathable exterior, and is warranted for 7 years. Manufacturers of OKON also claim the product stabilizes the face of the mortar. Applicant cited the Secretary of Interior Guidelines Article 6, which state there are variable factors regarding cleaning and restoring historic structures, each of these variables makes the project unique. The applicant also pointed out that the brick on his building is much harder than the normal sandstone brick. Mr. Sundberg stated that the Commission has a guideline that specifies not to sandblast. He also stated his concern over the 7 year warranty on the sealant. The Commission has no way of insuring maintenance of the brick in the future. Mr. Grebenc pointed out the problem with repainting being less acceptable than re -applying the sealant. Ms. Ketcham stated that repainting eventually erodes the finish of the brick. Mr. Frick noted the sandblasting process does remove some or all of the finish of the brick, and he would like additional information, possibly other buildings that have used the sandblasting and specifically the OKON sealant. Mr. Grebenc stated that the bricks that are damaged will be pulled out, turned and then re -mortared, prior to the sandblasting. Any mortaring to be performed will be done in compliance with preservation guidelines. Ms. Tunner stated that since this is a very hard brick and the applicant will be using a sealant she is in favor of trying the low-pressure method. Ms. Ketcham asked the applicant if there was a time -frame consideration with this work. Mr. Grebenc stated the facade restoration is contingent upon a loan closing with a local development corporation, and also the impending onset of cold weather. Mr. Sandberg asked if this building is a contributing structure in the Old Town District, will the applicant apply for tax certification. Ms. VanMeter stated it is secondary. Mr. Grebenc stated the tax incentive is not a consideration. Mr. Frick moved to table the application, pending more information for the Commission to review. Ms. Tuner seconded the motion. Motion passed 6-0. Information requested of the applicant is addresses and dates of treatment of buildings. OLD BUSINESS Mr. Surdberg stated he met with Sherry on the redraft of the Strategic Plan and they worked through 8 pages. Some of the language has been charged, to reflect a more positive attitude. Ms. Ketcham volunteered to work on the Holiday Dinner Party. Mr. Sundberg informed the Commission that the joint sub -committees for tax incentives for local designation will be reactivated, and volunteers are needed. Andy Mutz and Sally Ketcham volunteered. Mr. Sunndberg stated there is a new member orientation on November 18, 1987, from 6-7PM. Current members are also intuited. Meeting was adjourned at approximately 8 PM. Minutes submitted by Judy Reed
