HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 01/02/1990LANDMARK PRESERVATION COMMISSION MEETING MINUTES JANUARY 2, 1990 The meeting was called to order at 5:40 p.m. at 281 North College Avenue. Roll was called, and the following members were present: Rheba Massey, Prescott Handley, Jim Tanner, and Ruth Weatherford. Jennifer Carpenter, Bud Frick, and Rae Ann Todd were absent. It was determined that there was a quorum. Staff was represented by Carol Tunner and Joe Frank. Tracy Johnston acted as secretary. Guests included: Kevin Callihan, Shaw Sign & Awning; and Beth Brechtel, BJ's. APPROVAL OF DECEMBER 5, 1990 MINUTES Ms. Weatherford made a motion to approve the minutes as submitted. Mr. Tanner seconded the motion. The motion passed 4-0. Ayes: Massey, Handley, Tanner and Weatherford. Nays: none. APPROVAL OF DECEMBER 19, 1990 MINUTES Regarding the Eastside/Westside Rezonings: Ms. Weatherford asked that the phrase "especially the one along Remington Street" be deleted from the minutes. Regarding the Discussion of RFP for Consultant for Historic Resources Preservation Program: Ms. Massey requested that "areas were prioritized" be changed to "areas were identified", and "scope of work needed to be narrowed" to "scope of work needed to be more defined so that the consultant would know what was required". Regarding the Design Review Time Limit: Ms. Massey requested that the minutes be amended to reflect that she also suggested the time limits. Ms. Weatherford made a motion to approve the minutes with the recommended changes. Ms. Handley seconded the motion. The motion passed 4-0. Ayes: Massey, Handley, Tanner and Weatherford. Nays: none. CURRENT ITEMS Suehiro Japanese Restaurant. 223 Linden The applicant proposed to change the building's door awning (first floor level) to a sidewalk canopy with graphics. A picture of the building with the current awning was shown, along with a scale drawing and photograph amended to show the proposed awning. The proposed canopy will be of the same shape as the current awning. A sample of the proposed opaque burgundy fabric was shown. The fabric will be stretched over a V welded square tube steel frame supported by 2 1/2" steel stanchions painted gray to match the building. Signage was proposed as follows: on the sides of the canopy, the words "Suehiro Japanese Restaurant" in white translucent scotch -cal letters; on the end of the canopy, the words "Linden Square" in white paint graphics and the numbers "223" in black scotch -cal. The white lettering only will be internally illuminated by Cool White High Output (CWHO) florescent lamps. The canopy will measure I I' by 5' and has been reviewed for code requirements in the public right-of-way. A variance will be granted. 1 Ms. Handley asked Mr. Callihan if the internal illumination will be shielded so that pedestrians passing underneath will not be temporarily blinded. He responded that the fixtures could be angled upward or a V egg -crate type soffit could be attached beneath the lighting. Ms. Handley stated that both solutions are plausible and needed explanation. Mr. Tanner asked if current or new framework would be used and how it would be attached to the building. Mr. Callihan said that there would be new framework and lag -and -shield bolts would be attached into the mortar joints if masonry was involved. Ms. Handley requested that the existing holes be patched and filled. Mr. Callihan said that the patchwork of existing holes might be the responsibility of the property management company (Foxfire), but that they would be filled. Ms. Massey asked for citizen input. There was none. Ms. Handley made a motion to approve the application with the following stipulations: I ) internal illumination be shielded, 2) new lag -and -shield bolts be attached into the mortar joints, and 3) the existing holes be patched and filled. Ms. Weatherford seconded the motion. The motion passed 4-0. Ayes: Massey, Handley, Tanner and Weatherford. Nays: none. BJ's. #3 Old Town Square. #1 The applicant, Ms. Brechtel, proposed to replace the current awnings (fabric only --framework to remain the same) of the first floor storefront and second story windows. Photos of current and previous awnings were shown, as well as scale drawings of the proposed awnings. The body fabric (background) will be forest green Sunbrella #4637 with the logo in mauve Calliope #5405. The logo was proposed to be 5' wide by 4'8" high centered on the first floor awning face. The same logo is currently painted in mauve on the door glass panel and in the left window lower corner. The proposed awning would coordinate with forest green awnings on the adjacent buildings to the west. Similar signage/logo on awning face exists in Old Town at Stone Lion Bookstore. Ms. Brechtel stated that it is difficult for Old Town shoppers to distinguish between Coopersmith's and BJ's due to matching awnings. The proposed awning would give her business better definition and enable customers to locate the shop. Mr. Tanner suggested that the logo be reduced (lowered) from the top edge of the awning creating the effect of a green border on the top with the valance serving as a lower green border. Ms. Tunner commended the applicant for coordinating the first and second floor awnings. Ms. Massey asked for citizen input. There was none. Mr. Tanner moved to approve the application as proposed. Ms. Handley seconded the motion. The motion passed 4-0. Ayes: Massey, Handley, Tanner and Weatherford. Nays: none. 2 OTHER BUSINESS Eastside/Westside Rezonings Commission members presented verbal comments and suggestions based on their review of the proposed rezonings. Ms. Weatherford pointed out several places within the Eastside document where wording should be changed. For example, the plan mentions the Cultural Resources Board as the responsible party for design review. Also, verbiage regarding historic preservation tax credits should be inserted in several places. Mr. Frank said the plan was a guideline only, and already adopted by Council. Mr. Tanner commented that proposed downzonings in the Westside area would benefit the area as far as historic preservation and neighborhood conservation are concerned. He suggested parts of R-M zoning be downzoned to R-L, probably in the Holy Family Neighborhood, too. Mr. Frank displayed maps which showed the current and proposed zones to demonstrate to the Commission how the changes would affect each area or zone. Ms. Massey asked Mr. Frank if demolition criteria has been established in those areas. He responded that there has not. Ms. Massey felt that demolition criteria is an issue that needs to be addressed and she offered to present demolition guidelines at a future worksession so that the Commission may develop a demolition policy for recommendation to the Planning & Zoning Board. Ms. Massey said that the proposed rezoning plan has already begun the work of determining threats to these historic neighborhoods. She stated that this type of downzoning has helped preserve neighborhoods in other cities and it increases property values. It will help the Commission direct the Historic Resources Preservation Program consultant. In essence, the HRPP will be implementing the goals of several city plans. Ms. Massey also stated that the Commission should go "on record" as supporting the proposed downzoning because it would preserve and stabilize the Eastside and Westside neighborhoods. Ms. Tunner asked that commission members summarize their comments on paper for presentation at the next meeting. Mr. Tanner said that these comments should be sent to the Planning & Zoning Board. Correspondence Ms. Tunner read a "thank you note" from Sally Ketchum in appreciation for being included in the Commission's Christmas dinner and for her service award. Time Structures for Meetings Ms. Tunner suggested that, in order to expedite the design review process, the oral staff report will be shortened to allow the applicant to have more time to present its comments. Ms. Tunner also suggested that the Commission members individually visit the proposed projects before meetings. Mr. Tanner questioned if the Commission had authority to require screening of lights under backlit awnings. Ms. Massey said that lighted awnings were not historic, and screening the bulbs and requiring lower intensity would help to keep the lighted awning from intruding on the historic character of the district. ultural Resources Assessment Report --National Heritage River Corridor Ms. Massey spoke with Kari VanMeter, who told her that the National Parks Service had not intended this draft report for general distribution and comment. The NPS suggested to Ms. VanMeter that a local survey be done to tie into this report. Ms. Massey said that the Commission should write to the NPS recommending that public input and Landmark Preservation Commission input be sought. Ms. Massey reported that Ms. VanMeter will be present at the January 16 worksession to answer more detailed questions about the NHRC.
