HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 06/05/1991LANDMARK PRESERVATION COMMISSION MEETING MINUTES June 5,1991 The meeting began at 5:45 p.m. at 281 North College Avenue. Roll was called. Members present were Rheba Massey, Jim Tanner, Prescott Handley, Rae Ann Todd and Jennifer Carpenter. Bud Frick was absent for roll call but arrived at the meeting later. Ruth Weatherford was absent. Staff was represented by Joe Frank and Carol Tunner. Joyce Lewton acted as secretary. APPROVAL OF MINUTES Ms. Handley made a motion to approve the minutes as submitted. Ms. Todd seconded the motion. The motion to approve passed 5-0. Ayes: Massey, Tanner, Handley, Todd and Carpenter. Nays: None. CURRENT ITEMS 233 Linden Mr. Bob Coonts, from Graphic Design, Inc., presented a change from wood siding to stucco for the second floor addition. Staff informed the Commission of the upgrade from the proposed Tl -l l siding, which was approved at the March 6 LPC meeting. Ms. Handley made a motion to approve the change from the previously approved wood siding T1-I I to stucco to be painted tan to match the existing trim color. Ms. Carpenter seconded the motion. The motion was approved 6-0. Ayes: Massey, Tanner, Handley, Todd, Carpenter, Frick. Nays: None. There was no public comment. Coppersmith's A presentation of Coopersmith's was to have been presented for a request for four canvas window covers for the glass shed addition at Coopersmith's. However, he did not attend the meeting. Ms. Tunner made the presentation. Ms. Tunner stated that the request was for snap -on skylight covers for two roof windows, one each for the north and south elevations, and snap -on window panel covers for two base panel windows on the south elevation of the glass shed addition. Ms. Tunner added that the proposed skylight covers were triangular and will be constructed of Sunbrella dark brown canvas. They will cover the roof windows completely and are removable for winter for the light. The base window covers are also constructed of Sunbrella dark brown canvas, removable and are needed to cover unsightly defective window streaking. The Commission discussed the lower panels. Mr. Frick asked if they couldn't just replace the streaked glass. Ms. Tunner said that she had asked that question and was told by the Coopersmith Brewmaster that the entire well would be involved and be too difficult. Ms. Carpenter stated she was uncomfortable with the kickplate solution because it was a make -shift temporary answer to a permanent problem. After discussion, the requests were dealt with on a separate basis. Ms. Carpenter made a motion to approve the canvas snap -on covers for the two roof windows as submitted. The canvas covers for the kickplate portion of the proposal was tabled for more information until the July meeting. Mr. Frick seconded the motion. The motion carried 6-0. Ayes: Massey, Tanner, Handley, Todd, Carpenter, Frick. Nays: None. There was no public comment. OTHER BUSINESS Linden's Mr. Steve Keifer, hired to repaint Linden's, requested the LPC give him guidance in what paint choices to make. The owner has chosen several paint chips which consist of gray as a base with green and teal accent. Ms. Todd, referring to the color seminar held during Preservation Week, stated that if only one color is used, the natural shading around the cornices would look like two colors. She also suggested that Mr. Keifer start with a light color at the bottom and end with a darker color at the top. Ms. Massey suggested that Mr.Keifer trace a photo of the building and color it for the submittal. Ms. Tunner offered to take the photo c:;.h an office Polaroid. Mr. Keifer also proposed to install one foot high brass kickplate panels on the lower walls of the entrance door and to the left of the door. The Commission recommended that the one foot brass kickplate be placed on both sides and in front of the door. The application for this work will be submitted next month. Mr. Keifer thanked the Commission for their help and resource materials given him by staff. Stabilization Center Mr. Dick Beardmore informed the Commission of the inception of the new Stabilization Center at CSU in the College of Applied Human Sciences initiated by July 1991. He stated that the mission of the center, in theory, was to give technical assistance and develop feasible re -use of properties. The three criteria for qualification into the program are: 1) community sponsor; 2)it must be proven that there is no private sector solution, and; 3)the community agrees the property is an important resource. Mr. Frank asked if there was on -going commitment to the "center." Mr. Beardmore said that no, just seed money for the first year, then grants would have to be pursued such as from the National Trust or even the Historic Resource Preservation Fund. Ms. Massey suggested the Commission use some of the resources allocated to the Preservation Program to establish a pilot project with the Stabilization Center. Since the first phase of the Preservation Program was to take action to protect the most threatened and important sites, there would be a definite link between the Center and the Program. Mr. Beardmore offered to put together a list of what the Center will need. Discussion moved to the LPC having meetings with Parks and Recreation to discuss material interests such as joint use of lottery monies and Planning and Zoning to discuss a demolition or ordinance and other common concerns. Ms. Massey stated that she will speak with the chairpersons of the Parks and Recreation Board and the Planning and Zoning Board to set up meetings. Hoffman House The Hoffman House, built in 1870, will be demolished. The barn and silo, built in 1864, as well as the brick milk house, will remain intact. Appointment Mr. Jim Tanner was re -appointed to the Commission June 4, 1991. Staff and the Commission congratulated him. The meeting adjourned at 7:45 p.m. Minutes submitted by Joyce Lewton.
