HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 09/04/1991LANDMARK PRESERVATION Meeting Minutes September 4, 1991 CALL TO ORDER The meeting was called to order at 5:40 pm at 281 North College Avenue. Members present were Jennifer Carpenter, Bud Frick, Rae Ann Todd, Jim Tanner, and Ruth Weatherford. Members Absent were Prescott Handley and Rheba Massey. Staff was represented by Carol Tunner and Joe Frank. Guests present were Tom Peterson, Planning Director; Frank Bruno, Economic Affairs Director; Loren Maxey, City Councilman; Dick Beardmore, CSU Center for Stabilization representative and Chip Steiner, Downtown Development Association Director. APPROVAL OF MINUTES Mr. Tanner made a motion to approve the August 7, 1991 minutes with the correction that Ms. Tunner and not Ms. Todd reported on the City Parks and Recreation meeting on July 24,1991. Ms. Todd seconded the motion. Motion approved 5-0. Ayes: Carpenter, Frick, Todd, Tanner, and Weatherford. Ms. Todd made a motion to approve the August 21, 1991 minutes and Ms. Carpenter seconded the motion. Motion approved 5-0. Ayes: Carpenter, Frick, Todd, Tanner, and Weatherford. LINDEN HOTEL -REVIEW OF STATUS Carol Tunner reported on the Friday, August 30, 1991 LPC field trip to the Linden Hotel Dick Beardmore presented "Linden Street Campus -A Proposed Center of ADDlied Research". The information he presented is in the handout entitled "LINDEN HOTEL, Fort Collins, CO. Sept. 1985". The presentation answered many of the LPC's questions surrounding the Linden Hotel Project. Discussion followed regarding the Landmark Preservation Commission's role in the Linden Hotel stabilization and renovation. The LPC has been working with the consultants to determine how to allocate the $160,00 dollars City Council has designated for historic preservation. Ms. Massey has presented (Memo: August 23, 1991) a draft of "Fort Collins Historic Preservation Incentives Program" to City Manager Steve Burkett. As part of this, the LPC requested to be part of the City Council work session on Tuesday, October 8,1991. No response has been provided to date. Mr. Frick asked if the LPC request for funding and staff increase was included in the 1992 Budget. Copies of the budget were distributed and it was determined that the requests were not included, but that $100,000 had been budgeted for Linden Hotel Capital Improvements. Bud Frick emphasized several issues that the LPC needs to address regarding fund allocation. LPC needs continued funding for (1) designation of historic structures and implementation of historic preservation incentives, (2) historic preservation public education and (3) adequate staff time to carry out the goals of historic preservation. The commission members agreed that 1.5 FTE staff time is critical to the preservation program. Commission members will draft a letter to be presented to City Council that will discuss LPC 1992 Budget needs. The commission, again, reaffirmed the belief that the Linden is a very important project, but to be cautious not to eliminate other important projects in the city by providing all funding to one source with no assurance of continued funding. DISCUSSION - DRAFT TASK ONE OF THE HISTORIC RESOURCES PRESERVATION PROGRAM The Commission reviewed this document from the consultant, Community Services Collaborative with Councilman Maxey. He suggested changes. He also recommended short summaries be prepared of LPC minutes in order to facilitate Council's reading of the minutes. LOCAL LANDMARK DESIGNATION FORM REVISIONS Revisions to the form were made according to the changes that LPC members requested at the August 21, 1991 meeting. It was agreed to accept the changes without further revisions. ELECTION OF OFFICERS Ms. Weatherford made a motion to elect the existing officers, Rheba Massey, Chairperson and Bud Frick, Vice Chairperson. Ms. Todd seconded the motion. Motion approved 5-0. Ayes: Carpenter, Frick, Todd, Tanner, and Weatherford. OTHER BUSINESS Carol Tunner reminded members about the Colorado Preservation, Inc. statewide meeting this weekend. Fort Collins LPC has been asked to host the meeting in 1992, but Ms. Tunner will look into this further at the convention. She distributed the "Colorado Preservation Inc., Spring Newsletter, 1991" to the members. The meeting was adjourned at 8:30 p.m.
