HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 11/20/1991Landmark Preservation commission worksession Minutes November 20, 1991 Commission Chairperson Rheba Massey called the meeting to order at 5:40 p.m. at 281 North College Avenue. Jennifer Carpenter, Bud Frick, Brian Janonis, Rheba Massey, James Tanner and Rae Ann Todd were present. Ruth Weatherford was absent. Carol Tunner represented staff. Greg Byrne, City of Fort Collins Director of Development Services, Tom Peterson, City of Fort Collins Planning Director, and Wayne Sundberg were guests. SUMMARY: The commission scheduled two special meetings to discuss the draft of the INHistoric Contezts91 written by Front Range Associates. A motion passed to nominate 218 Linden, 233 Linden and 227 Jefferson to receive 1991 LPC Design Review Awards. Members suggested including a worksession with the Planning and Zoning Board, the trolley barn designation, neighborhood meetings to increase awareness of historic designation and available tax credits for restoration work, updating the LPC video, and training in the 1992 work plan. DISCUSSION ITEMS: Conceptual Review of a Proposal for Neon Sicnace on 317 Walnut The commission postponed reviewing the proposal because the applicant, John Mann was not yet prepared to make a presentation. The Secretary of Interior's "Standards for Rehabilitation$' video The commission postponed viewing the video because Ms. Massey was unable to bring it to the meeting. It will be shown at the January worksession. "Historic Contexts@' by Front Range Research Associates Comments Ms. Massey distributed several questions she had prepared concerning the draft of "Historic Contexts," by Front Range Research Associates, Inc. In addition, Ms. Massey distributed "National Register Evaluation Criteria", and her comments on how it should have been used in the contexts. The commission agreed that the document does not, at this time, provide adequate information to evaluate historic structures based on the "National ,Register Evaluation Criteria." The draft "Historic Contextsf;-does not provide significant information on the central business district, the neighborhoods or individuals. The draft lacks needed information on west -side structures and residents. Mr. Sundberg noted that although it is well written and interesting reading, the draft does not include information on which architectural styles have been demolished. Mr. Sundberg further observed that the draft does not include new information that has come to light in the last ten to fifteen years, nor does it include information on agricultural structures. Mr. Janonis commented on the apparent lack of original research and the failure to provide the commission with tools to preserve endangered structures. Mr. Janonis noted the draft does not include information on non-residential features, such as bridges and irrigation canals. Mr. Frick observed that the draft does not help the commission identify endangered architectural styles and does not locate unaltered representative structures. Ms. Massey asked commission members to meet with Joe Frank, HRPP project manager on Tuesday November 26 at 3:30 p.m. and with John Feinberg of Community services Collaborative and Joe Frank on Monday, December 2, at 5:30 p.m. to discuss the ItHistoric Contextst' draft. OTHER BUSINESS 1991 LPC Design Review Awards Ms. Tunner asked the commission to define nomination criteria for the 1991 LPC design review awards. Suggested criteria included: 1. Projects that enhance the historical character of the area. 2. Projects that followed guidelines and followed approved submittal. 3. Projects that went above requirements. Historic Old Town design through accurately on their and beyond fulfilling minimum The awards can be any number each year, and be given to any project that comes under LPC design review that year. The commission nominated the following projects for awards: 1. 218 Linden for exceptional beautification, cornice modific4lon and following guidelines. 2. 233 Linden, Bob Coonts, for upgrading an approved submittal above and beyond the guidelines. 1992 LPC Work Plan 3. 227 Jefferson for accurate restoration of the belt cornice and contributing to the historical character of the area. lan nrk Pressrvstiere Canissien Nwenim 20, 1991, Minus 3 All three projects will be given awards. A discussion of whether to present the awards at the DDA meeting or the DBA meeting followed. Ms. Massey will call Maggie Kunze of the DBA for suggestions on presenting the award. Ms. Todd moved to accept the list of LPC design award recipients. Ms. Carpenter seconded the motion. The motion to accept the list passed 6-0. Ayes: Jennifer Carpenter, Bud Frick, Brian Janonis, Rhaba Massey, James Tanner and Rae Ann Todd. Nayes: none. Ms. Tunner gave commission members an April 2, 1991 memo from Joe Frank concerning a suggested 1992 budget and work program. Ms. Tunner asked members to determine which items they wanted to incorporate in the final LPC 1992 Work Program. All items were accepted: implement the HRPP, Preservation Week, update submittal forms, review enforcement procedures with Building Inspection, apply for a CLG Grant, and expand customer services through increased staff. Ms. Todd suggested a work session with the Planning and Zoning board on preservation issues of mutual concern. Ms. Massey suggested pursuing the trolley barn designation. Ms. Carpenter suggested adding the neighborhood meetings to increase awareness of Available tax credits for restoration work. Mr. Frick suggested including training like the scheduled viewing of the Secretary of the Interior's Standards video. Ms. Tunner suggested adding updating the LPC's video. Ms. Carpenter moved to adjourn the meeting. Mr. Frick seconded the motion to adjourn. The motion to adjourn passed 6-0.
