HISTORIC LANDMARKS COMMISSION
Minutes, March 10, 1975
The Commission's meeting opened at 4:00 p.m. in the Avery House. Those
present were : Jan Painter, Acting Chairman; Charles Burchfield, June
Benett, Jim Cox, Gary Hixon, Elwin Hunter, Dave Wa.trous.
Discussion of Means to Achieve Community and City Support of Historic District
Approach to Core Area Planning
- Slide presentation to women's groups, service clubs, Board of Realtors,
DMA, CORAD, Chamber of Commerce (after Commission's review and criticism
of said presentation).
- Work closely with other City Departments.
Meet with funding departments (banks, etc.) to determine lending policies
on older homes.
Problem: with Preservation Projects:
- Taxes --County.
- Building Codes --City. Such codes first introduced. for health safety and
welfare, then expanded to include overall structural design. They are
continually updated by ordinance in a. conference of building inspectors.
The City can, however, make any changes in the codes as they see fit:
Commission should try to change codes to allow .for Historic Preservation.
Most get Fire Department, Planning Department and Building Inspection
together.
- Contact Housing Authority concerning preservation of small, old houses
(approximately 500 in. Fort Collins) for use as low-cost housing.

- Motionmade by. June Bennett: The Historic Landmarks Commission accepts
the said letter composed by Jan Painter but individual members will sign
if they wish. Second --Elwin Hunter. Unanimous consent.
Discussion of Landmark Designation Ordinance:
- 180 day hold on property approved by City Council..
- Prevents destruction, alteration of exterior, and. holds For Historic
Preservation for,180 days.

Historical Districts:
- Approach DMA after slide presentation regarding the Downtown Area as an
histsorical district.
- Approach indi.vidua.lowners; only after such approaches holda public
forum.
- Define historical districts or areas in the next meeting.
- Perhaps attempt to rezone some.districts.
