HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 09/23/19817JP --o-ug, LANDMARK PRESERVATION COMMISSION REGULAR MEETING SEPTEMBER 23, 1981 MEMBERS PRESENT: Dick Beardmore, Chairperson Wayne Sundberg Janet Zemeckis MEMBERS ABSENT: Ron Carsten Susan McMillen STAFF PRESENT: Felix Lee, Deputy Chief Building Official .Paul Deibel, Planning Department Debbie Hover, Secretary There was no quorum at the scheduled meeting time so an informal discussion was held. A sales representative from Sherwin-Williams Paint met with the Commission regarding Old Town and guidelines concerning color schemes, the procedures to be followed on painting projects, etc. Jim Reidhead from Old Town was introduced to the Commission. He stated he was in- volved in :the painting project on Jefferson St.: and needed some clarification as to whether the color scheme chart brought in at an earlier meeting by Ms. Gayle Wernsman was approved at that time. Mr. Beardmore referred to the minutes from the 8/5/81 meeting and stated they were approved as a general concept - that the main reason for the chart was that there was some compatibility between the property owners involved in this project on Jefferson Street. Mr. Reidhead stated he was here primarily to set a precedent for doing this sort of work in Old Town so that others wishing to do this would know the procedures. He then presented his ideas for Scheme #5 (from color chart) stating he would be working with the molding on the windows for effect along with painting the building and to reestablish the rhythm of the windows on that building. Mr. Beardmore asked if a building permit was needed for taking off the shingles. Mr. Lee clarified that this was just a decorative item and a permit would not be needed. Ms. 'Zemeckis stated she would like to see each owner submit their paint plans for the Commission's approval. Mr. Sundberg appeared at this time - there was now a quorum. When asked what materials would need to be brought in by an applicant for a painting project, Mr. Beardmore stated they would need to see an elevation of the building in discussion as well as proposed colors for their review. Mr. Reidhead stated that the Commission is dealing with an area which was hard to enforce and that he wanted to help the Commission establish some precedent for this type of work and what would be needed for their review. Mr. Beardmore stated they would be receptive to any alternate plans of color schemes and that color chips, and especially snapshots of the building would be very helpful for their review. He stated that Mr. Reidhead could go ahead and paint since they had approved the color chart as presented at the 8/5/81 meeting. Mr. Reidhead then left the meeting. MOTION MADE by Mr. Sundberg to table Items 5 & 6 on the agenda (action on minutes of September 9, 1981 and discussion of Old Town Center Proposal). SECONDED by Ms. Zemeckis. MOTION CARRIED. continued LPC REGULAR MEETING - 9/23/81 PAGE TWO The next regular meeting date was scheduled for October 8 (Thursday) at 3:30 p.m. Mr. Deibel stated the final draft would be ready for review by Friday, October 2 and would be sent out to the Commission members no later than Monday, October 5 for their review. Mr. Beardmore emphasized that it is crucial to adopt these guidelines at that meeting since they will be reviewing a major project soon (Old Town Center) - see -attached -brochure copy. The draft of the guidelines was then discussed item -by -item with Mr. Deibel noting changes to be made for the final draft.
