HomeMy WebLinkAboutCitizen Review Board - Minutes - 02/13/2008LIN Citizen Review Board Meeting CIC Room, City Hall February 13, 2008 Present: Dennis Baker, Anne Berry, Harry Edwards, Dave Evans, Jim Dubler, Chris Kahler, and Glenn Strunk Excused Absence: None Staff: Lt. Craig Dodd, Sgt. Russell Reed, Assistant City Attorney Greg Tempel, and Angelina Sanchez -Sprague, Recorder. Chair Harry Edwards called the meeting to order at 6:00 Lt. Dodd was introduced to those in attendance. He reported that he's transitioning into the role in Internal Affairs previously held by Lt. Jim Broderick. They expect to finalize the change in an April timeframe. Minutes: Dennis Baker made a motion to approve the January 9, 2008 minutes. Anne Berry seconded the motion. The motion passed 7:0. Voice Mail Reports: • CRB Voice Mail Message Report. Harry Edwards reported no messages in the voice mail box as of 4:11 p.m. February 13, 2008 except for a message he received January 25`" from David Anderson. Mr. Anderson spoke with Harry about making a presentation before the Board at their February meeting. Unfortunately Mr. Anderson did not appear nor call to report his regrets. • Bias Policing Voice Mail Report. Sgt. Reed reported there were no messages in the mail box as of February 13, 2008 at 5:30 p.m. Public Input: HRC Member Elaine Boni was present but did not have any comments. New Business: Election of Officers. Harry noted the Election of Officers on the agenda. Dennis Baker reported the Boards & Commission Manual asks boards to have election of officers at either their February or March meeting. Chris Kahler reported the CRB Bylaws said elections would take place in March each year. Harry recommended the Board table the action until their March meeting. Chair Edwards reported he had received a memorandum from City Manager Atteberry and City Attorney Roy relative to a resolution that would be coming before City Council on February 19'". The proposal is whereas members are subject to various legal and ethical requirements established by federal, state and local law that govern the way in which they perform their duties, City Council believes that such training sessions should be made mandatory for all current board and commission members who have not previously attended the training program offered by City staff. The proposal asks that by July 1, 2008 members who have not previously attending the training program complete Ik the requirement either by attending a session or checking out a training video. (NOTE: The resolution was approved by City Council on February 19"'.) All CRB members who had not already attended training are planning to complete training by the recommended July 1, 2008 deadline. Pending Cases. Case L112007-008. The subcommittee for Case LV112007-008 was selected as follows: Harry Edwards, Chair Chris Kahler Dave Evans Jim Dubler (Alternate) Dennis Baker Anne Berry Glenn Strunk Sgt. Reed reported the case was being reviewed by the Sergeant, Lieutenant, and Captain. He expects to hand deliver reports to the Subcommittee by the end of the week beginning February 18". The Subcommittee has decided to meet immediately following the Board's regular March meeting. Old Business. None. Adjournment: Glenn Strunk moved to adjourn the meeting. Dave Evans seconded the motion. The motion was approved 7:0 and the meeting adjourned at 6:20 p.m. Next Meeting: Wednesday, March 12, 2008, 6 p.m., CIC Room, 300 Laporte Avenue. Chair
