Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on February 11, 2008 in Municipal Court, Justice Center, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Teresa Ablao, Assistant City Attorney Aimee Jensen, Deputy City Clerk Agenda Review Deputy City Clerk Jensen stated there are no changes to the agenda. Approval of Minutes Judge Lane approved the minutes from January 28, 2008. Approval of the 2007 Annual Report Judge Lane approved the 2007 Annual Report. Registration of Scott Morrill as Manager of Hodi's Half Note, 167-169 North College Avenue, Approved Scott Morrill, manager applicant, briefly described his background. He stated he is on premise approximately 30 hours a week. Mr. Morrill stated the assistant manager is on premise 40 hours a week. He stated he and his staff have attended Liquor Enforcement Younger's training. Mr. Morrill stated all patrons are carded at the door. He stated he does not have a current copy of the liquor code on premise. Judge Lane approved the registration of Scott Morrill as manager of Hodi's Half Note, 167-169 North College Avenue. February 11, 2008 Registration of Brian Williams as Manager of Chipotle Mexican Grill, 649 South College Avenue, Approved Brian Williams, manager applicant, briefly described the training he has received while employed by Chipotle Mexican Grill. He stated every patron ordering alcohol is automatically carded. Mr. Williams stated that if a cashier suspects a patron is intoxicated the manager is involved. He stated a violation of the liquor code could lead to termination. Mr. Williams stated that they do not have a current liquor code on premise. Judge Lane approved the registration of Brian Williams as manager of Chipotle Mexican Grill, 640 South College Avenue. Registration of Jimmie Guerrette as Manager of Chipotle Mexican Grill, 2120 East Harmony Road Suite 107 Approved Jimmie Guerrette, manager applicant, stated he is on premise approximately 45 hours a week. He stated he has trained all the cashiers that are involved with the sale and service of alcohol. Mr. Guerrette stated there is always a manager on duty. He stated he does not have a current copy of the liquor code on premise. Mr. Guerrette stated he has never had a liquor code violation. He stated he is TIP's trained. Judge Lane approved the registration of Jimmie Guerrette as manager of Chipotle Mexican Grill, 2120 East Harmony Road, Suite 107. Registration of Lisa Marie Archibeque as Manager of Pappy's Corner Pub, 1027 West Horsetooth Road #111 Approved Lisa Marie Archibeque, manager applicant, briefly described her background. She stated and her staff is scheduled to attend Liquor Enforcement Officer Younger's training February 20, 2008. Ms. Archibeque stated she regularly reviews the liquor laws with her staff. She stated there is always a manager on duty and that she is on premise approximately 60 hours a week. Ms. Archibeque stated any patron who orders alcohol is carded. She stated she has a current copy of the liquor code on premise. Judge Lane approved the registration of Lisa Marie Archibeque as manager of Pappy's Comer Pub, 1027 West Horsetooth Road, 4111. February 11, 2008 Hearing on a New Application from LB-MH Oakridge, LLC, for a tavern (private use only) liquor license at The Lodge at MacKenize Place, 4751 Pleasant Oak Drive Approved FEWT11 Hearing on a New Application from LB-MH Oakridge, LLC, for a hotel -restaurant liquor license at MacKenzie Place, 4750 Pleasant Oak Drive Approved Daniel W. Carr, attorney representing the applicant, stated they are ready to proceed and requested that the petitions be entered as evidence for needs and desires of the neighborhood. Senior Assistant City Attorney Ablao stipulated to the petitions from Oedipus, hic., to be accepted as exhibits. Milo Olson, witness, was sworn. Mr. Olson spoke in support of the hotel -restaurant and tavern liquor license. He stated it would be very convenient to be able to consume an alcoholic beverage with his meal. Beverly Marshant, witness, was sworn. Ms. Marshant spoke in support of the hotel -restaurant and tavern liquor license. Jay Huffines, witness, was swom. Mr. Huffines spoke in support of the hotel -restaurant and tavern liquor license. Ron Vaughn, representative for LB-MH Oakridge, LLC, described the project. He stated there will be approximately 325 residents between the Terrace Building and the cottages when it is completed. Mr. Vaughn stated they have a liquor license application pending for a similar project in Colorado Springs. He stated the average age of their residents is over 70 years old. Judge Lane noted that no-one was present to speak in opposition to either of these applications. Judge Lane adopted Resolution 2008 - 01 and 2008 - 02 approving an application from LB-MH Oakridge, LLC for a tavern (private use only) liquor license at The Lodge at MacKenzie Place, 4751 Pleasant Oak Drive and a hotel -restaurant liquor license at MacKenzie Place, 4750 Pleasant Oak Drive. February 11, 2008 Registration of Craig Lamour as Manager of The Lodge at MacKenzie Place, 4751 Pleasant Oak Drive, Approved Craig Lamour, manager applicant, briefly described his background. He stated he will be on premise over 40 hours a week. Mr. Lamour stated he will be using the servers from the MacKenzie Place premise for events at the Lodge at MacKenzie Place, the private use only tavern liquor license. In response to questions from the Liquor Licensing Authority, Mr. Lamour detailed the premise. Judge Lane approved the registration of Craig Lamour as manager of The Lodge at MacKenzie Place, 4751 Pleasant Oak Drive. Registration of Laury Dennis as Manager of MacKenzie Place, 4750 Pleasant Oak Drive Approved Laury Dennis, manager applicant, stated she does not have any experience in the sales and service of alcohol. She stated her restaurant manager has experience with the sales and service of alcohol. Ms. Dennis stated she has a current copy of the liquor code on premise. She stated they will have an in-house TIP's trainer, train all their employees. Ms. Dennis stated that a violation of the liquor code could lead to termination. She stated all alcohol is in locked cabinets and only accessible to managers and assistant managers. Judge Lane approved the registration of Laury Dennis as Manager of MacKenzie Place, 4750 Pleasant Oak Drive. The meeting adjourned at 2:15 p.m. Adjournment 4 Municipal Judge
