Johnson House, 623 Mathews Street. The Commission approved final review for the Jasper Loomis House, 1316 W. Oak, for an addition at the rear of the house. The Commission viewed the video on the Secretary of the Interior's Standards for the Treatment of Historic Properties. CALL TO ORDER AND ROLL CALL: Per Hogestad called the meeting to order at 5:38 p.m., at 281 North College Avenue. Commission members Per Hogestad, (Chair), Angie Aguilera, Agnes Dix, W.J. (Bud) Frick, and Angela Milewski (Vice -Chair), were present. Janet Ore arrived at 5:55. Rande Pouppirt was absent without excuse. Carol Tunner, Karen McWilliams, and Joe Frank represented staff. GUESTS: Lori Thompson, owner 623 Mathews Street. Brian Janonis, owner, and Kevin Murray, Empire Carpentry for 1316 W. Oak AGENDA REVIEW: None. STAFF REPORTS: Ms. Tunner 1) distributed the Commission address list for updating; 2) announced that there was a draft report on the Downtown River Corridor Plan and that a hearing will be held 18 July. Ms. McWilliams reported on the session conducted by the State Historical Fund staff about grants and the Colorado 2000 Plan update. The October grant round will be held but the April grant round is cancelled. She noted that the Deputy State Historic Preservation Officer, Mark Wolfe, had stated that it was inappropriate to give state funds to replace windows, and that every effort should be made to keep the originals. Ms. Dix added that increased energy efficiency could be obtained by adding storm windows, which can be funded with state monies. Ms. Tunner added that multi -year and large grants were on hold, and that the focus now would be on smaller grants. COMMISSION MEMBERS' REPORTS: Ms. Milewski reported on the Downtown Development Authority meeting. The building on the northeast corner of College and Willow is to be redone on the outside; the Walmart site (Mulberry/Lemay Crossings) at Mulberry and Lemay is in consideration for inclusion in the DDA district. Other projects/priorities: Linden street improvements (Jefferson and Linden); and development of a plan for a downtown shuttle. Johnson House, 623 Mathews Street (Lori Thompson, Owner): Ms. McWilliams summarized her written report describing the S. A. Johnson House, listed on the National Register of Historic Places as a contributing element of the Laurel School National Register District. Staff recommends approving the request for Landmark designation of the S.A. Johnson House, for its architectural significance. Ms. Thompson plans to restore the front porch to its original appearance, based on photo - documentation. Mr. Frick asked if the original columns are present; they are not. Mr. Frick moved to grant Local Landmark designation to 623 Mathews Street. Ms. Ore seconded the motion, which passed unanimously (6-0). CURRENT DESIGN REVIEW: 1316 W. Oak, Jasper Loomis House, Rear Addition (Brian Janonis, owner, Kevin Murray, Empire Carpentry) Ms. Tunner summarized her written report describing the proposed addition to the rear of 1316 W. Oak. Staff recommends approval of this project. Mr. Janonis described the addition, designed to extend four feet from the back elevation. Mr. Murray showed examples of brick, and described the brick used in the foundation. Mr. Janonis noted that one of the windows will be re -used. Commission members had various questions about the roof, and its proposed design. Mr. Frick suggested a better solution would be an intersecting hip roof over the addition. Ms Aguilera moved to approve the final review for 1316 W. Oak, the Jasper Loomis House, either using the shed roof design as proposed, or the hip design as suggested by Mr. Frick, with the latter preferred by Commission members. Ms. Dix seconded the motion, which passed unanimously (6-0). OTHER BUSINESS: Ms. Tunner introduced, and the Commission viewed, the Secretary of the Interior's Standards for the Treatment of Historic Properties video.
