Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on March 24, 2008 in Municipal Court, Justice Center, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Teresa Ablao, Assistant City Attorney Aimee Jensen, Deputy City Clerk Robert Younger, Liquor Enforcement Officer Agenda Review Deputy City Clerk Jensen stated there are no changes to the agenda. Approval of Minutes Judge Lane approved the minutes from February 25, 2008. Registration of Brandon Sanchez as Manager of Bennigan's, 2203 South College Avenue, Approved Brandon Sanchez, manager applicant, briefly described his background. He stated he has been with Bennigan's for 6 years and that this is his first general manager position. Mr. Sanchez stated he has had extensive training through Bennigan's. He stated he has received specific training with respect to Colorado liquor laws. Mr. Sanchez stated any employee found in violation of the liquor code is immediately terminated. He stated he has a current copy of the liquor code on premise. Judge Lane approved the registration of Brandon Sanchez as manager of Bennigan's, 2203 South College Avenue. Transfer of Ownership of Ownership of Valero, 1501 West Elizabeth from J-Cab, Inc., to Crystal's Lodging, Inc., and Trade Name Change to One Stou 2, Approved Sapon Kapoor, representative for Crystal's Lodging, Inc., stated he will not be making any physical changes to the premises. He stated his employees are all TIP's trained. Mr. Kapoor stated any March 24, 2008 patron that appears to be under the age of 40 will be carded. He stated any employee found in violation of the liquor code is immediately terminated. Judge Lane approved the transfer of ownership of Valero, 1501 West Elizabeth from J-Cab, hie., to Crystal's Lodging, Inc., and Trade Name Change to One Stop 2. Request from Stonehouse Pubs One, LLC, dba Stonehouse Grille, to Change, Alter, or Modify the Licensed Premises at 125 South College Avenue, Approved Paul Hutson, representative for Stonehouse Pubs One, LLC, briefly described the proposed changes. He stated moving the bar will improve customer service. Mr. Hutson stated they are in the process of obtaining approval from the City's building department. Judge Lane approved the request from Stonehouse Pubs One, LLC, dba Stonehouse Grille, to change, alter or modify the licensed premises at 125 South College Avenue. Hearing on a New Application from Catalyst Coffee, LLC, for a Beer and Wine license at Cat&st Coffee, 3501 South Shields, Approved Patrick Keigan and Fade Wall, representatives for Catalyst Coffee, LLC, were swom. Mr. Keigan stated he is scheduled to attend Liquor Enforcement Officer Younger's class. Ms. Wall stated they are opening April 1, 2008 and are moving to a new location. Mr. Keigan described the premise and where the beer and wine will be stored. Ms. Wall stated there is no patio. Mr. Keigan stated any employee found in violation of the liquor code will be immediately terminated. He stated this establishment will be family -oriented. Mr. Keigan stated they do not have a current liquor code on premise. Mr. Keigan briefly described the petitioning process. He stated he received manypositive comments in support of this application. Judge Lane adopted Resolution 08-03 approving the new application from Catalyst Coffee, LLC for a beer and wine license at Catalyst Coffee, 3501 South Shields. Hearing on a New Application from Epicurean, LLC, for a hotel -restaurant liquor license at Plank, 181 North College Avenue, Approved Tim Dow, attorney representing Epicurean, LLC, stated they are ready to proceed. Julia Merrell and D. Patrick Laguens were sworn. Ms. Merrell stated she will be responsible for the business side of this establishment. Mr. Laguens briefly described his background, stating he has had 20 years of 2 March 24, 2008 experience in the sale and service of alcohol. He stated he has not had a liquor code violation. Mr. Laguens stated he will maintain a current copy of the liquor code on premise. Mr. Laguens briefly described the establishment. He stated this will not be a bar. Mr. Laguens stated any employee found in violation of the liquor code will be immediately terminated.. He stated the restaurant will be only open for dinner at first. Mr. Laguens stated that when the patio is open, he will assign an employee specifically to monitor the patio. Mr. Laguens briefly described the petitioning process. He stated he received positive comments in support of this application. Judge Lane adopted Resolution 08-04 approving the new application from Epicurean, LLC, for a hotel -restaurant liquor license at Plank, 181 North College Avenue.
